Purchasing Agent, (510)437-3004 The contractor shall develop gis
digital data bases of the Pribilof Islands, Bering Sea, Alaska, coastal
area which highlight biologival habitats and life stages, wildlife
concentration, shoreline geomorphology, and human-use resources, all of
which are particularly sensitive to oil spills. The contractor shall
verify and update existing shoreline geomorphology data and compile the
latest existing data on biological and human-use resources for the
study area. All of this information together with local infrastructure
features will be rendered into a final product of poster-sized maps
(scale of 1:50,000 as depicted on NOAA Charts 16381 and 16382), one for
each of the seasons, with seasons defined jointly between the
contractor and the Government (COTR). The information to be included
and data formats are defined in "Environmental Sensitivity Index
Guidelines," NOAA Technical Memorandum NOS ORCA 92, 1995. The colors,
layout and display parameters that should be followed for this Pribilof
map series are illustrated by the "Cook Inlet and Kenai Peninsula
Environmentally Sensitive Areas Seasonal Summary Maps," NOAA, 1994 and
by the more detailed ESI mapping as illustrated by the recent
"Southern California Atlas, Sensitivity of Coastal Environments and
Wildlife to Spilled Oil," NOAA, 1996. Necessary portions of all three
of these references will be made available to the contractor. The
overall objective of this mapping projects is to combine the seasonal
summary ESI format (illustrated by the above Southern California maps).
The mapped elements and the map legend shall include at least the
following major categories: Shoreline Sensitivity Ranking for the
entire shoreline: Exposed rocky headlands to marshes. Sensitive
Biological Resources: life stages and activity, fish and shellfish,
birds, Marine Mammals and Human-Use Features. For the purposes of this
contract the Pribilof Islands are defined as the island of St. Paul,
St. George, Walrus Island, Otter Island and Sea Lion Rock. Required
Contractor and Technical Qualifications: 1. Contractor must be
intimately familiar with Arcinfo GIS software and have produced several
projects to demonstrate that familiarity. 2. Contractor must be
familiar with the mapping of biological and human-use data that are
sensitive to oil spills and have produced several projects which
demonstrate this familiarity. 3. Contractor must have knowledge of and
demonstrated experience in coastal geomorphology as it relates to oil
spill vulnerability . 4. Contractor must have demonstrated experience
in interpreting coastal geomorphology from aerial photographs. 5.
Contractor must have detailed knowledge of the oil spill sensitivity of
Alaskan biological resources and experience in determining the levels
of sensitivity as a function of life stage and season of the year.
Schedule/Level of Effort, The project is expected to begin in March
1997 with draft maps (95% completion submittal) ready for review by
Sept 1, 1997. After submission of preliminary maps the Government
anticipates an internal review period of 90 days. Government reviews
the final map products (100% completion submittal ) should be complete
prior to Feb 28, 1998. Period of Performance is estimate in Mar, 1997
through Feb., 1998. This request for quotations will be issued on or
about Mar 10, 1997. This acquisition is open for solicitation from both
large and small business firms. The SIC code is for this acquisition is
9512 and the small business size standard is $5.0 million average
receipts for the proceeding three fiscal years. All responsible sources
may submit a quotation which shall be considered by the agency. Office
of Small and disadvantaged Business Utilization (OSDBU) has a program
to assist minority, women-owned and disadvantaged business enterprises
to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is
