Air Force Services Agency (HQ AFSVA) is seeking information on
Microsoft Windows based time and labor management software and the
integration of labor data generated in the software with the Air Force
nonappropriated funds standard payroll system. Air Force Services
(AFSV) is a worldwide collection of various retail businesses, most of
which are situated on 100 AF installations. Each installation may have
as many as fifteen (15) different types of establishments, the smallest
having two (2) employees and the largest having two hundred (200)
employees. The Air Force has an installed base of Panasonic ZE5000 Time
Clocks with Epson TM-300D (Model M51JD) receipt printers. The Windows
based software must be usable as a stand-alone product and also usable
in conjunction with the Panasonic clock. Possible configurations
include software with no clock and software with from one to up to 20
time clocks. AFSV activities are currently using a
commercial-off-the-shelf DOS based product for time and labor
management with output to the payroll system. Import of this data to a
Windows based product will be necessary. Software features should
include scheduling, budgeted labor analysis, comprehensive standard
reporting, user definable reporting, and capability to modularly
incorporate Air Force unique payroll data and rules. Data files will be
exportable to an ASCII format for easy integration into other systems,
including output of data to payroll. The Windows-based software vendor
should have the capability to provide the payroll and general ledger
interfaces. This request for information (RFI) is for planning purposes
only and shall not be construed as a request for proposal or as an
obligation on the part of the Government to acquire any follow-on
acquisitions. The Government does not intend to award a contract on the
basis of the RFI or otherwise pay for the information solicited. No
entitlement to payment of direct or indirect costs or charges by the
Government will arise as a result of submission of responses to this
RFI and Government use of such information. To respond, furnish
descriptive literature or other data to the AFNAF Purchasing Office no
later than 14 MAR 97. No response will be forthcoming to the
respondents of this notice. This is a nonappropriated fund requirement
and does not involve funds of the United States Government. These
funds are generated by the military community through sales of goods
and services and the collection of fees and charges for participation
in military community programs. This requirement does not involve
