The offerors will be required to submit a two part package cons isting of: 1) their technical experience/ technical capabilities, references, a nd 2) a cost proposal. The technical will be opened first and evaluated. The c ost proposal will be opened after the technical portions are evaluated and rated against the factors below. The cost proposals for technicals within the competi tive ranking range will be opened, and the offeror with the best value for the p rice will be awarded the contract. The ranking factors will be, in order of imp ortance, 1) prime contracting firm's years of experience installing and servicin g elevators; 2)number of comparable elevators installed within the last three ye ars; 3) three references from comparable projects; and 4) what percentage will t he prime contractor perform internally on the elevator installation and servicin g. A thirty ($30) dollar, non-refundable charge will be required for each set o f the specifications.
