contract is 100% set aside for small business concerns. The U.S.
Department of State, Office of Antiterrorism Assistance, in its mission
to support selected foreign governments dealing with terrorism has a
requirement for instructors, vehicles, training course instructional
materials, training facilities and logistical services. Instructors
shall have a four year college degree, not less than three years
overseas security experience, and a minimum five years practical
experience in the fields of international terrorism, VIP protection and
installation security with emphasis on countersurveillance and
surveillance detection techniques. Two instructors shall be required
for each surveillance detection course. The Contractor shall provide
licensed vehicle drivers during training exercises when drivers are not
provided by the Government. The Contractor shall provide trained role
players in various exercise scenarios. The primary training site shall
be provided by the Contractor. Alternate sites may be requested by the
Government, including foreign countries. The Government intends to
award a contract for one base year and two additional option years. The
resultant contract will be a negotiated, indefinite delivery type of
