of Standards and Technology (NIST) intends to acquire from the database
of the Zelinsky Institute of Organic Chemistry, Moscow, Russia, the
non-exclusive right to data concerning unique selected spectra and
structures of the Zelinsky Institute. The spectra which the Zelinsky
Institute generates are a result of synthetic organic chemistry
undertaken for drug screening at the Institute. These compounds are
unique and are not elsewhere available. The Zelinsky Institute shall
supply the name, formula, molecular weight, and the structure for each
submitted spectrum on the printed version of the spectra. The
contractor shall supply the spectra in electronic format in the Joint
Committee on Atomic and Molecular properties (JCAMP) format and the
compound name in the JCAMP file. Spectra shall be: A. not already in
the current NIST library; if they are in the current library, the
spectra shall be of higher quality than spectra of the same compounds
currently in the NIST library; B. high quality spectra with no
impurities; C. sufficiently identified with auxiliary information, such
as name, formula, molecular weight, structure, gc/ms conditions, and
retention index. The proposed performance period is one base period and
four option periods, each consisting of 12 months. NIST proposes an
indefinite delivery, indefinite quantity type contract. Minimum
estimated quantities per period are 500 each; maximum estimated
quantities per period are 5,000 each. Estimated quantities per period
are 4,000 each. FOB destination. The contractor shall deliver data on
a quarterly basis beginning approximately 90 days after contract award.
The contractor shall specify the number of spectra available at least
30 days in advance of the proposed delivery date. NIST shall specify
the number of spectra ordered within 14 days of the contractor's notice
of spectra available. This notice is not a request for competitive
proposals. NIST intends to solicit one source under authority of FAR
6.302-1. However, NIST shall consider all capability statements
received within 45 days after the date of this synopsis. Interested
parties may identify their interest and capability to respond to the
requirement by submitting a written capability statement. The
capability statement must provide adequate information on supplying
these spectra, and qualifications needed to produce these spectra. NIST
must receive all of the above to determine whether to open this
