Protection Agency (EPA) anticipate award of a firm fixed price contract
using the Simplified Acquisition Procedures of FAR Part 13 to: Snyder

10577. The EPA is FACNET certified. Any contractor/vendor able to meet
requirement must demonstrate in writing by closing date. All
responsible sources solicited may submit a bid, proposal, or quotation,
which shall be considered. Information received will normally be
considered solely for the purpose of determining whether to conduct a
competitive or negotiated procurement. The solicitation identifies the
office where addition technical information can be obtained and you my

answered in writing to all interested parties. All proposals received
within 15 days after the date of publication of this synopsis or NLT
March 12, 1997, will be considered by the Government. Award will be
made only if the offeror, the product/service, or manufacturer meets
qualification requirements at the time of award in accordance with FAR
clause 52.209-1. The following is the entire statement of work -- no
other information or forms are necessary. Please deliver two (2) copies

20460; Attn: Melissa Revely-Brown. The offeror shall display and
distribute in the manner described below no fewer than 500,000 copies
of a brochure titled "Water on Tap" on display racks in supermarkets
throughout the United States as hereafter indicated. 1. Period of
Performance:The offeror shall for a period of no fewer than 180
consecutive days stock on display racks known as "Good Neighbor
Bulletin Boards" a total of 500,000 copies of "Water on TAP" in at
least 7,000 supermarkets. A list of the supermarkets in which the
brochure is to be distributed must be presented to and approved by the
project officer. The 180 days of display shall begin no later than 15
days after delivery of the brochures to the locations specified by the
offeror. 2. Display Rack Locations: The display racks used by the
offeror shall be located in supermarkets throughout the country, a list
must be made available to the Project Officer for inspection and
verification of service. 3. Publication Supply: Approximately 50 copies
of the brochure shall be supplied for distribution in the designated
supermarkets in which the brochure is to be displayed. Each display
rack is to be stacked with no fewer than 25 copies of the brochure and
resupplied periodically as required. The exact number of brochures to
be displayed at each location will be determined by the contractor to
ensure distribution of 500,000 copies and to permit varying amounts
per location based on demand. 4. Publication Delivery: The Project
Officer shall have 500,000 brochures delivered to the contractor's
distribution center at: First Fulfillment; 8600 Brooks Drive; Easton,
Maryland 21601. Boxes should be marked to the attention of Tracy
Harding, phone number (410) 819-0250. Delivery should occur no later
than April 7, 1997. 5. Excess Publications: If the offeror is unable
for any reason to distribute all 500,000 copies of the publication
within the 180-day distribution period, the offeror will deliver all
remaining copies, at no additional cost to the Federal Government, to:
U.S. Environmental Protection Agency; National Center for
Environmental Publications and Information (NCDPI); 11029 Kenwood Rd.,
Bldg. 5; Cincinnati, OH 45242. 6. Extended Service: At the discretion
of the Project Officer, if the offeror is unable to distribute all
500,000 copies of the publication within the 180-day period, the
Project Officer may permit the offeror to continue distributing the
remaining publications until the supply is exhausted. This extended
service shall be at no additional charge to the Federal Government. 7.
Progress Reports: The contractor shall provide the Project Office with
monthly progress reports on the distribution of brochures. In addition,
if the contractor believes that the original supply of 500,00 brochures
will be depleted before the end of the 180-day distribution period, the
Project Officer will be notified so that additional brochures can be
