for Offer (RFO) for the design, fabrication, testing and procurement of
a water sublimator for X-38 crew cabin thermal control. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. NASA/JSC
intends to purchase the items from United Technologies/Hamilton
Standard. This is a sole source procurement due to the fact that no
other companies have been identified with the technology needed for the
X-38 sublimator. See numbered Note 22. The delivery date is 18 months
after the award of the contract. Delivery is to be made to JSC,
Houston, TX. There are 4 options. Option 1 requires the contractor
modify the baseline sublimator mechanical design to withstand the SD
negative case pressure which would be experienced should the sublimator
be located inside of the pressurized cabin. Option 2 requires a
modification of baseline LM-209-type sublimator design to add a second
coolant passage in accordance with the SD. Option 3 requires
modification of baseline LM-209-type design to add a third passage in
accordance with the SD to be used for the purpose of evaporating an
appropriate refrigerant to provide sea level cooling. Option 4 requires
the contractor to conduct qualification random vibration testing on one
unit. The Government intends to acquire a commercial item using FAR
Part 12. Interested firms have 15 days from publication on the Commerce
Business Daily (CBD) to submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
Government. Firm date for receipt of offers will be stated in the RFO.
All responsible sources may submit an offer which shall be considered
