Flood Control, Ramsey County, North Dakota. Principal features of the
work includes all plant, labor, materials, and supplies required for
the construction of approximately 1.9 miles of levee/road, two 5000
g.p.m. pump stations, and construction of modifications to existing
sanitary sewer and water utilities. Levee and road work includes, but
is not limited to, approximately 200,000 cubic yards of fill, 21,500
cubic yards of riprap, 9,200 linear feet of inspection trench, 7,000
cubic yards of aggregate surface and base course for the road, and the
necessary topsoil and seeding. Other project features include flap
valves, sluice gates, four 2500 g.p.m. pumps and pump controls, pump
discharge piping, 24 and 36 inch diameter reinforced concrete pipe,
manholes, and miscellaneous features. The time for construction is
between April 1997 and October 31, 1997, but may be restricted due to
lake levels. This procurement is issued unrestricted under the Small
Business Competitiveness Demonstration Program (Public Law 100-656).
SIC Code 1629, Small Business Size Standard: $17.0 million. Estimated
magnitude of construction in terms of physical characteristics and
estimated price range is between $1,000,000 and $5,000,000. This
procurement is pursuant to a Project Cooperative Agreement (PCA)
between the Department of the Army and the City of Devils Lake, North
Dakota. If you are a large business and your bid will exceed
$1,000,000, you are required to submit a Subcontracting Plan. The
following goals are for information only and not legally binding. For
this contract, the following percentages of total subcontracting
dollars will be established: Small Business -- 55.0%, Small
Disadvantaged Business -- 8.5%, Women-Owned Small Business -- 3.0%,
Subcontract Reporting (SF 294 and SF 295) -- 100%. Plans and
specifications are expected to be available approximately March 10,
1997, with bid opening occurring on or about April 9, 1997. Plans and
specifications will be furnished uponwritten request only, with a
non-refundable charge of: half-size drawings with one copy of
specification, $20.00; full-size drawings with one copy of
specification, $74.00; or copy of specification only, $10.00. Please
