The Phillips Laboratory Operational Contracting Division/PKO, Kirtland AFB, NM intends to issue Request for Proposal (RFP) F29650-97-R0036, on or about 7 Apr 97, with proposals due date of 7 May 97, for performing the functions of the PMEL. These services are currently being performed by the Government and a cost comparison under OMB Circular A-76 will be conducted to determine the most effective mode of operation. A contract will not be awarded if Government performance is determined to be more advantageous. The Kirtland AFB PMEL services entail (but are not limited to) troubleshooting, repairing, modifying, calibrating, and certifying highly complex TMDE and systems with accuracies traceable to the National Institute of Standards and Technology, maintaining Base Reference and Working Standards, maintaining the PMEL Automated Management Systems (PAMS), requesting and receiving parts for the repair of Test, Measurement, and Diagnostic Equipment (TMDE), scheduling and prioritizing TMDE, providing high intensity Radioactivity Detection Indication and Computation equipment support, maintaining an extensive technical order library, maintaining a Total Quality Program, providing Laser maintenance and calibration support and shipping and receiving TMDE. A Secret clearance may be required for personnel. CONTRACTORS MUST IDENTIFY THEIR BUSINESS TYPE (i.e., large business, small disadvantaged business, small business, 8(a) certified business, woman-owned business, etc.) The Government reserves the right to set this acquisition aside for small business or 8(a) certified business participation.
