the Base Realignment and Closure (BRAC) process, responsibilities for
captive missile seeker system Test and Evaluation (T&E) are being
transferred from Eglin AFB, Florida to Edwards AFB, California. The Pod
Mounted Seeker Program represents the development and enhancement of
these T&E capabilities at the Edwards Range. The pod mounted seeker
provides airborne operation of the selected missile seeker against a
victim aircraft, with a spectrum of realistic range/angle engagement
scenarios for T&E. The pod includes functions to support seeker target
acquisition; host aircraft data collection and telemetry; and control
and status display. The seekers are specially modified for data access
and collection. The Air Force Flight Test Center is seeking sources to
support the modification of the SA-6 and IHAWK Pods from the F-15
aircraft to the F-16 aircraft and to support the BRAC effort to move
the SA-6 and IHAWK Pods from Eglin Air Force Base (AFB) to Edwards AFB.
The period of performance for this requirement is 14 months with a
required completion date of 30 Jun 98. Therefore, a contract must be
awarded to a responsible source by 1 Apr 97 in order to meet the AFFTC
mission requirements. Sources must have expertise about how the SA-6
and IHAWK seekers operate in order to verify operation, instrument the
seeker systems, and design interface hardware and software. Sources
must be familiar with the Lockheed Martin F-16 Block 30, Block 40 and
Block 50 Operational Flight Program (OFP) Software as well as the Air
Force Technology Integrator (AFTI) F-16. The seeker pods will be
developed and used in conjunction with the Real-Time Kill Removal
(RTKR) pod, a captive AIM-9 shape that will provide host/target GPS
position information, telemetry uplink, limited telemetry downlink, and
telemetry encryption. The seeker pod and RTKR pod will communicate via
the F-16 "W" mux bus. The RTKR pods will be carried on the host and
victim aircraft. Sources must also be familiar with the RTKR pod.
Sources must be able to support the development of the hardware and
software to ensure that the pods are able to communicate data in the
following manner: 1) Health, status and seeker steering messages to the
pilot head up display (HUD); 2) limited telemetry downlink to the
mission control room display (via RTKR); 3) full telemetry downlink to
mission control room recorder and 4) full telemetry recorded on the
pod flight recorder. Sources must be able to do Radio Frequency (RF)
signal simulation and analysis with the two seeker pods. The following
security requirements will be required: Secret facility clearance with
safegarding at the Secret level to include Special Access Information.
Sources must be able to develop a deployable test and instrumentation
cart to maintain the seeker pod. Interested sources must submit their
statement of capabilities that clearly demonstrates their ability to
meet the screening criteria mentioned above. Due to the tight schedule
on this program, it is extremely critical that your documentation
provide all necessary information to assess your company's ability to
meet and support the above requirements. All interested sources must
have their information to Ms Vonda Drake, 5 South Wolfe Avenue, Edwards
AFB, CA 93524-1185, by close of business on 26 February 1997 to be
considered. Information received after this date will not be
