70 -- FORACS SOFTWARE SOL N00253-97-Q-0114 DUE 031097 POC Victor Angkico, 360/396-5671 The Naval Undersea Warfare Center (NUWC), Division Keyport intends to solicite utilizing Simplified Acquisition Procedures, software to meet surface ship and submarine operational testing for the Fleet Operational Readiness Check Site (FORACS). The resulting purchase order will require the contractor to provide a fully operational and verified Integrated Data Acquisition Test System (IDATS) dead reckoning track algorithm, a fully operational algorithm to interface IDATS to ADCAS, and the development and deployment of a Global Positioning System (GPS) Integrity Monitoring facility for the computer systems at FORACS I (on San Clemente Island off Southern California), FORACS III (on Oahu in the Hawaiian Islands), and FORACS V (on Andros Island in the Bahamas). All of these are required by 30 Apr 97 in order to meet ASW test certification on the SSN 21. The Government intends to negotiate this requirement with ARINC, on a sole source basis. ARINC is the original source and author for development of the FORACS Automated Position Tracking System (APTS), Integrated Data Acquisition and Test System Track Computer (IDATS TC), as well as overall integrator of range site computer systems. ARINC has been the only company providing such software for the past 7 years. The quotation will be issued on or about 05 March 1997 with a 1 week closing.
