Weapons Division, China Lake, CA intends to procure, on a competitive
basis, the following: Two (2) each Vessel, Pressure; 122 CFT inside
capacity compressed air; 3000 PSIG MAWP at 150 degrees F. Material
shall be SA-516-70 carbon steel per ASME BPVC Section 11, Part A. Size
shall be 48 inches minimum outside diameter and shall be 161 inches
overall length (shell to shell) X 4 inches thick. All design and
construction shall be in accordance with ASME Section VIII, Division 1,
1995 and National Board Registered. Provide 2 inch flanged inlet
nozzle, 1/2 inch flanged vent, 1/2 inch flanged drain and 8 inch
inspection port on each vessel. Provide/fabricate and mount saddles to
match existing footprint (avialable as an attachment 1). Raise saddle
near inspection port 3/4 inch so that condensate inside vessel may
flow to drain nozzle located near 2 inches inlet nozzle. Provide
matching stainless steel flanges, mounting bolts and nuts, and copper
inserts for cathodic protection and type 304 S/S ring gaskets. 1/2 inch
flanges shall be orifice type FNPT to accept 1/2 inch IPS SCH 80 type
304L S/S piping. Each vessel shall be sandblasted to SSPC SP 6
Specification. After heat treatment, examine each vessel exterior by
liquid penetrant or magnetic particle test; no defects are permitted.
Furnish certified (non-destructive examination) NDE report for each
vessel. After hydrostatic testing at the factory, clean each vessel to
oil-free condition. Abrasive blast exterior and interior vessel
surfaces. Vacuum clean surfaces to remove dust and debris. Check
surfaces with black light to ensure there is no oil. Paint exterior
vessel and saddle surfaces with white epoxy paint, 8 MILS minimum
thickness. Each vessel shall be stamped per ASME Section VIII, DIV. 1.
Each vessel shall be marked with the NBBI registration number. Each
vessel shall be designed and constructed to operate between zero
degrees and 115 degrees F. Ambient temperatures, with a minimum safety
factor of 4 and 1/8 inch corrosion allowance. Each vessel shall be
shipped with nitrogen purge and opening sealed. Each vessel shall be
shipped on separate low-boy tractor/trailer rig. A Footprint of
concrete pad is available as an attachment 1 to this request. The
delivery is required on or before 15 May 1997, FOB Point is at
Destination, China Lake, CA. The SIC Code is 3443 and the size standard
is 500 employees. All responsible sources may submit an offer which
