(Site Code DAKF57) Maintenance, service, inspection, repair and
recharge of all portable fire extinguishers for all activities
supported by Fort Lewis. Work shall be maintained in accordance with
NFPA 10 and manufacturer's recommendations. Extinguishers are different
in size, make and types and weights from about 2-1/2 pounds to 150
pounds. Types include, dry chemical, water, halon 1211 and carbon
dioxide. The contractor shall operate from his/her shop, located
outside Fort Lewis, but shall make trips to Fort Lewis and operate from
his/her mobile vehicle. Contract period consists of Base Period (1 June
1997 through 31 May 1998) and three one-year option periods. The
proposed procurement listed here is being considered for 100 percent
set-aside for small disadvantaged business (SDB) concerns and small
business (SB) concerns. Interested SDB and SB concerns should, as early
as possible but not later than 15 days of this notice, indicate
interest in the acquisition by providing to the contracting office
above, evidence of capability to perform and a if an SDB provide a
positive statement of eligibility as a small socially and economically
disadvantaged business concern. If adequate interest is not received
from SDB and SB concerns, the solicitation will be issued as
unrestricted without further notice. Therefore, replies to this notice
are requested from all business concerns as well as from SDB and SB
concerns. Small disadvantaged business concern means a small business
concern that is at least 51 percent unconditionally owned by one or
more individuals who are both socially and economically disadvantaged,
or a publicly owned business that has at least 51 percent of its stock
unconditionally owned by one or more socially and economically
disadvantaged individuals and that has its management and daily
business controlled by one ore more such individuals. This term also
means a small business concern that is at least 51 percent
unconditionally owned by by an economically disadvantaged Indian tribe
or Native Hawaiian Organization or publicly owned business that has at
leaast 51 percent of its stock unconditionally owned by one of these
entities, that has its management and daily business controlled by
members of an economically disadvantaged Indian tribe or Native
Hawaiian Organization, and that meets the requirements of 13 CFR 124.
Socially disadvantaged means individuals who have been subjected to
racial or ethnic prejudice or cultural bias because of their identity
as a member of a group without regard to their qualities as individuals
whose ability to compete in the free enterprise system is impared due
to diminished opportunities to obtain capital and credit as compared to
others in the same line of business who are not socially disadvantaged.
Concern means any business entity organized for profit with a place of
business located in the United States, including, but not limited to
an individual, partnership, corporation, joint venture, association, or
cooperative. The size standard is any concern including its affiliates
with an average annual sales or receipts for its preceeding three
