Beatrice Appling, Contracting Officer Provide services of a registered
engineer with API 653 certification for tank inspection. Inspection to
include visual and ultrasonic survey of the entire tank surface of
five Red Hill, Hawaii underground storage tanks as required. The
engineer/inspector shall furnish all labor, supervision, materials,
tools, equipment and transportation required to complete the work. Work
and materials not specifically mentioned, but necessary to complete the
intent of the specification shall be provided by the contractor. These
services include inspection and nondestructive testing of suspect
areas, specifying procedures for all areas that require repair and
verification of repairs. Access to the entire tank surface will be
provided. The ultrasonic survey will consist of the entire tank bottom
and any suspect areas on the tank shell. Inspect for deterioration and
damage to the coating on the interior of the tank shell plates and
welds, pits on the interior of the tank shell plates and welds, holes
through the tank shell plates and welds, non-visible holes and cracks
in the tank shell plates and welds that are identifiable by the
nondestructive test or the visible seepage of fuel and/or water back
into the tank, suspect areas such as blisters in the tank shell plates.
The engineer shall have the necessary equipment, training, experience
and certification IAW ASNT TC IA as a level 11 technician to perform
ultrasonic thickness testing per the requirements of the applicable
specifications. Test the entire tank bottom where the coating has been
removed for the presence of chlorides, soluble ferrous salts,
alkaline/acidic contaminants, and flame sprayed aluminum. Conduct tests
for everything except aluminum in accordance with NACE item no. 54257
(Publication 6G186). Test for the spread of flame sprayed aluminum
using the caustic soda method. Conduct a vacuum box test for all welds
on the flat tank bottom plats and first ascending plates. REPORT: The
engineer shall issue a "field" report on the results of each day's
activity tothe designated "FISC" representative. Items requiring
immediate attention shall be resolved or dispositioned prior to
continuing with the inspections. Prepare a written report detailing the
tank deficiencies IAW API Publication 653. The final report shall be
typed and include the documentation of dates and times of the
inspection, photographs, mapping, repair or return to service
recommendations as deemed appropriate. The PE stamp of the engineer,
date and signature on the final report shall be issued within seven
days after the last inspection of each tank. As-built drawing to be
provided for each tank identifying the locations of all defects.
Describe the type of defect (damaged coating, pitting, crack, weld
failure, corrosion, etc.), quantity (number, square footage, length)
and severity (size, depth, and area of pitting, etc.), and other
features and information relevant to the tanks condition.
RECOMMENDATION: Provide a prioritized ranking of the deficiencies and
recommendations for the type of repair isrequired within one working
day of inspection. TANK INSPECTION: The Government will hire a
contractor under a separate contract who will mobilize the tanks and
perform the recommended repairs. The contractor will assist the
inspector/engineer for five days per tank by providing an operator for
the movement of the booms in the tank, with an assistant to the API
inspector in the basket to provide lighting and to record the
observations of the inspector. The contractor shall also provide a
roving watchman inside the tank and in the access tunnel while the API
inspector is performing inspections from the basket or at the tank
bottom. Access to tanks is provided through upper access tunnel 57,512
millimeters above the tank bottoms and the lower access tunnel just
below the tank bottoms. Personnel and equipment access into the tanks
via the 2,420 millimeters diameter manways located at the upper access
tunnel. The manway and the catwalk at the tower in the center of each
tank are 57,912 millimeters above the tank bottom. The contractor's
access to the work site will be via Adit 4 or 5. The contractor shall
comply with all applicable activity security requirements. PERFORMANCE:
Inspector/engineer shall be available during the Federal Government's
regular working hours, which shall be an 8-hour period from 0700 to
1530 hours, Monday through Friday, excluding Federal Government
holidays. The scheduling and performance of all on-site work shall be
coordinated with the Navy Contractor through FISC Planning and
accomplished in such a manner as to cause the least possible
interference with the normal operations of the facility. The duration
of the project is fixed at six months. The contractor shall commence
work within 21 calendar days after notice to proceed. QUALIFICATIONS:
The API engineer/inspector shall provide a list, including points of
contact and phone numbers, of similar completed projects within the
last five years. Engineer shall be a graduate of a four-year accredited
college program in engineering with the Professional Engineer (PE)
license in structural, mechanical or civil engineering. A minimum of
five years of experience in the design, construction, inspection and
repair of atmospheric liquid petroleum storage tanks. Engineer shall be
certified in accordance with API 653 and in accordance with ASNT TC IA
as a level 11 technician to perform ultrasonic thickness testing. All
work procedures shall be in accordance with EM 385-1-1 (Army Corps of
Engineers Safety and Health Requirements Manual). Government utilities
will be provided. No Government furnished equipment is available. Open
sites near the work area will be available for the contractor to store
equipment and material; the contractor to assume all liability for
contractor property stored at the site. RESTRICTIONS: No employee or
representative of the contractor will be admitted to the work site
without satisfactory proof of United States citizenship or is
specifically authorized admittance to the work site by the Contracting
Officer. Failure to obtain entry approval will not affect the contract
