The Naval Surface Warfare Center, Dahlgren Division, Dahlgren, VA intends to purchase on a sole source basis the following: White Knight Computer system, p/n 136-A1037-1 and Spares Kit, p/n 111-A3033 (1 each). The above items are to support the AEGIS facility located at the Naval Surface Warfare Center as a Link-11 Test/Analysis Tool. This tool has three primary test modes. The Link-11 mode enables the operator to evaluate the audio output of Link-11 termianls. This data is used to detect and correct deficiencies for Doppler effect, control code errors, preambles, bit errors, etc. The radio mode is used to generate a composite signal of two audio tones, 1265 HZ and 1705 HZ, and inputs it to the radio. The output signal is depicted on a graphic display tha identifies nonlinear harmonic distortions. The third mode, the telco mode, tests the physical transmission media of the telephone system, including landlines, compressors, equalizers, patch panels and switches. The LMS-11s critical spares kit containes critical circuit card assemblies required to keep the LMS-11s on-line to support AEGIS site and fleet operations. Over the past 15 years, AEGIS has invested heavily in Logicon datalink carriers and test equipment to support AEGIS Weapons Systems (AWS) computer testing, certification and training. In addition, AEGIS has used Logicon datalink tools to support integration of new baselines into the fleet and resolving critical problems within the fleet. To maintain compatibility with existing AEGIS Link-11 equipment, the ACC must continue to procure datalink carrier and test equipment from Logicon, as the LMS-11s and the White Knight are both proprietary to Logicon. Award is to be made under Simplified Acquisition Procedures.
