(herein after referred to as the "Contractor,") is the Integrating
Management Contractor at the Department of Energy's (DOE) Rocky Flats
Environmental Technology Site (Site) near Denver, Colorado. The purpose
of this announcement is to identify new qualified potential sources to
provide services for the transportation, treatment, and disposal of
low level and low level mixed waste in the State of Colorado. Subject
wastes were generated and will be generated during the next 10+ years
and are currently stored at the Site. Contractor's acquisition of such
services is subject to the availability of funding from DOE.
Contractor is seeking expressions of interest and qualifications from
firms or teams (herein after referred to as "Offeror," which is defined
as a joint venture, limited liability company, or other single legal
entity) who are capable and willing to provide all servies associated
with this announscement. It is anticipated that these servies will
include compliant transportation of the wastes to an off-site treatmemt
facility, treatment of the wastes to an acceptable form, and compliant
disposal of the wastes in the State of Colorado in accordance with all
applicable laws, regulations and agreements. It is the Contractors'
expectation that the Offeror will be able to receive low level and low
level mixed waste within one (1) to three (3) years after subcontract
award, however, a phased capability is acceptable. The Contractor also
expects that the Offeror will have the ability to manage a full range
of low level and low level mixed waste (i.e., less than 100 nCi/g) and
will be capable of treating (as required) and disposing of about
50,000 m3 each of low level and low level mixed waste after completing
permitting and construction activity. In order to accomplish
Contractor's objectives, Contractor is planning the following
procurement activities: Step 1) PRE-QUALIFICATION. Solicit expressions
of interest and identify qualified Offeror's with the certified
capability to transport, treat, and dispose of the subject low level
and low level mixed waste forms as set forth by the pre-qualification
criteria identified below. This announcement constitutes this first
step. Step 2) REQUEST FOR PROPOSAL (RFP). Issue a RFP to Offeror's
qualified under the Step 1 above for transporatation, treatment and
disposal of the wastes described below. It is contemplated that the RFP
will include available characterization information pertaining to the
wastes to be supplied by Contractor to the pre-qualified Offeror's.
Specific evaluation criteria will be provided with the RFP. Step 3)
AWARD. Contractor contemplates awarding a single subcontract with a
specific performance period and option years to be detailed in the RFP.
Services include, but are not necessarily limited to, the
transportaion, treatment (as required) and disposal of low level and
low level mixed waste in the State of Colorado. Subcontract pricing
will be set forth in detail by the RFP. Successsful Offeror's
responsibilities include, but are not limited to: 1) The
transportation, treatment (as required) and disposal of low level waste
which consists of typical environmental remediation and industrial type
wastes (i.e., soil, building debris, old equipment, combustibles,
filters, metal, glass, wastewater treatment sludges, plastic, etc.)
contaminated with alpha emitting radionuclides, which by definition
exist at concentration levels below 100 nCi/g. The primary
radionuclides include plutonium-239, americium-241, and uranium-235, in
addition to common decay products and daughter products associated with
these radionuclides. 2) The transportation, treatment (as required) and
disposal of low level mixed waste which consistes of typical
environmental remediation and industrial type wastes (i.e., soil,
building debris, old equipment, comnbustibles, filters, metal, glass,
wastewater treatment sludges, plastic, etc.), but additionally contains
constituents that render the waste hazardous in accordance with the
Resource Conservation and Recovery Act (RCRA). Common contaminants
include volatile and semi-volatile organic compounds (e.g., carbon
tedtrachloride, toluene, xylene, trichlorethane) and metal compounds
such a chromium, cadmium, lead, nickel, silver, etc.) OFFEROR'S
SUBMITTING RESPONSES TO THIS PRE-QUALIFICATION NOTICE SHALL PROVIDE A
COVER LETTER SIGNED BY AN AUTHORIZED OFFEROR'S REPRESENTATIVE WHICH
PROVIDES RESPONSES AND CERTIFICATIONS TO PRE-QUALIFICATION CRITERIA AS
FOLLOWS: 1) Offeror shall CERTIFY that it has previous successful
experience in the State of Colorado managing the treatment and disposal
of hazardous waste, including LDR waste, as defined by RCRA. 2) Offeror
shall CERTIFY that it has previous experience, or the ability to
acquire the expertise, in the management of low level and low level
mixed waste. 3) Offeror shall CERTIFY that it has contrl of an existing
site in the State of Colorado, on the east side of the Continental
Divide, which can meet the minimum siting criteria for low level and
low level mixed waste. 4) Offeror shall CERTIFY that it has a
demonstrated ability to work with regulatory authorites in the Colorado
Department of Public Health and Environment in the permitting and
management of a facility in Clorado. 5) Offeror shall CERTIFY that it
is able to provide transportation from the Site to the tratment and
disposal site. 6) Offeror shall CERTIFY that it is not currently under
contract for the transportation, treatment and disposal of low level
and low level mixed waste with the DOE. AS SOLELY DETERMINED BY
CONTRACTOR, THE OMISSION OR FAILURE TO CORRECTLY AND SATISFACTORILY
RESPOND OR CERTIFY TO ANY PRE-QUALIFICATION CRITERION AS REQUIRED ABOVE
MAY RESULT IN THE OFFEROR'S ELIMINATION FOR FURTHER CONSIDERATION. No
other information, except as specified herein (i.e., cover letter
addressing pre-qualification responses/certifications) shall be
included in the Offeror's pre-qualification submission. Any questions
pertaining to this announcement shall be submitted in writing to
Christopher K. M. Leach at the FAX number listed above by 4:00 p.m.
local Denver time on February 26, 1997. For a copy of all questions and
responses, send your written request, including FAX number, to
Christopher K. M. Leach by 4:oo p.m. local Denver time on February 26,
1997. Offeror's pre-qualification submittals are due by 4:00 p.m.
