Government is considering a logistic services contract in support of
the ALDSS (Advanced Logistics Decision Support System)family of
computer programs. The ALDSS is series of computer programs that aid in
all logistics support decisions for the F-117A Stealth Fighter. These
computer programs are currently hosted on an obsolete Government
furnished IBM 4381 mainframe computer. This contract has been an annual
recurring contract. It is currently planned for the F-117A management
SPO to dramatically downsize. This will result in a much small
requirement for ALDSS support with a phase out of the current system by
FY00. This synopsis is for information and planning purposes only and
does not constitute a Request for Proposal. Only interested sources who
can fulfill the role of the prime contractor are requested to submit
their responses with appropriate capability information. In order to be
considered a potential source, interested parties must submit clear,
concise, and complete capability statements to the Contracting Office.
At a minimum, interested parties must detail execution capabilities in
the following areas: Database support (IBM/SQL and FOCUS), Computer
Operations Support, ECP Software Support, In-House Help Desk,
Functional Analysis Support, Configuration Management, Document
Control, Quality Assurance, PC Maintenance and Inventory, Closing and
Alarming the Building, Security Capabilities. Interested contractors
are requested to submit a Statement of Capability (SOC) that
demonstrates the ability to provide and sustain computer support for
the ALDSS. The SOC should include a list of previous experience
including but not limited to Government contracts. Interested
contractors must demonstrate experience in computer and logistics
software support and its practical application and sustainment as it
applies to a major weapon system. The SOC shall be unclassified and the
information submitted should be pertinent to and identify the offerors
capability as related to the technical effort as requested above. Do
not provide advertisement brochures. The SOC is limited to 10 pages and
must be received not later than 14 Mar 97. Replies received later than
this date and responses by telegram or fax may not be honored. SOCs
will be screened and only prospective sources successfully fulfilling
the requirements of planned contract will be considered for
solicitation. Any concerns or issues relative to this procurement
should be addressed to the Contracting Officer identified below. It is
the Government's position that Science Applications International
Corporation (SAIC), ALDSS prime contractor, is the only potential
responsible source. SAIC currently possesses the required engineering
expertise, technical data, equipment, facilities and personnel to
accomplish this effort on aging Government-Furnished equipment. In
addition, since the requirement will downsize dramatically over the
next fiscal year, start-up costs will a new contractor will not
amortize of the contract period. OTHER FACTS: any potential contractor
must have personnel that can program cleared for a Special Access
Required (SAR) classified program. Also, IBM has announced that 4381
mainframe computer support will soon be terminated and the micro-code
changes that are required will not be made. Finally, the F-117A program
is currently being directed to have Lockheed Martin Skunk Works (LMSW)
provide total contractor logistics support commencing 01 Oct 97. Thus,
this annual recurring ALDSS support contract will most likely terminate
in the next 2-3 years. Industry comments regarding this procurement are
invited and should be submitted to the following office not later than
