-- DRAFT RFP FOR INDUSTRY COMMENTS AND RECOMMENDATIONS FOR A DEPOT
MAINTENANCE SYSTEM EFFORT FOR SELECTED DoD SITES. The Joint Logistics
System Center (JLSC) Depot Maintenance Program Office is using a
streamlined approach to select a contractor for the Depot Maintenance
System (DM System). The DM System is to become the single, integrated
automated information system that provides depots with the information
needed. The DM System consists of PEOPLE (expertise), PROCESSES
(management methodology), and TOOLS (software applications/hardware).
The DM System will be used to support overhaul, repair, manufacturing,
and remanufacturing processes at the Service's maintenance depots. The
Program Office has already deployed a suite of commercial off-the shelf
(COTS) and Government off-the-shelf (GOTS) software applications that
address major end item management, reparables management, and
specialized support. Because of this there are currently several
individual contractors supporting these applications. There are also
several contractors tasked to integrate/interface these systems with
existing legacy systems. Therefore the Government is now acting as the
overall system's integrator to form the seamless DM System. The intent
for future efforts under this program is to transfer the overall
integration responsibility to one contractor. This contractor will be
responsible for deploying the DM System to all depots, sustaining the
software applications already deployed and their interfaces, and
continuing to evolve the DM System to total compliance with the Defense
Information Infrastructure/Common Operating Environment (DII/COE). The
DM System is not expected to be a single standard system or
necessarily identical to the system deployed at the DM System IOS
(NADEP Jacksonville). The contractor will be encouraged to use their
technicalexpertise to provide the functionality required and to tailor
the system to best integrate with each service's existing legacy
systems and specific business needs. The "core" DM System will maximize
use of the software applications already deployed by the DM Program
office. We envision the DM System will be a 10-year, $400M+ effort
encompassing Department of Defense (DoD) depots nationwide. One
objective of the DM System acquisition strategy is to reduce proposal
costs for industry (early in the process) by identifying only those
sources deemed "best qualified" for the DM System acquisition and to
reduce Government resources required to evaluate a large number of
offerors, therefore the DM System acquisition will consist of two
phases. In the first phase, the Government intends to do an assessment
of the qualifications and capabilities of interested sources to
identify highly qualified firms to continue in the streamlined
acquisition for the DM System. The second phase will entail a source
selection focusingon the specific integration and management approach
proposed for the DM System as well as demonstrated abilities. It is
expected that offerors, within the past five years, must have delivered
a major information system costing $25M or more (excluding
deployment/operation costs) that demonstrated evolutionary design, test
and development, legacy migration, interoperability strategies,
commercially available information technologies, and sustainment of
large information systems. Contract award is estimated to occur as
early in fiscal year 1998 as practical. The DM System Program team
plans to conduct its first Industry Day Conference in the near future.
The objective of the conference is to involve industry early in the
acquisition by describing the DM System effort and outlining our
acquisition approach. Your comments, suggestions, and thoughts on how
this acquisition can be improved will assist us in ensuring the DM
System comments are clearly articulated to industry. The exact date,
time and place for the conference will be posted to the JLSC World Wide
Web (WWW) Home Page linked to the Acquisition Strategy Home Page as
soon as they are finalized. DM System information is available on the

Program team will be utilizing the Acquisition Strategy World Wide Web
Home Page extensively throughout the acquisition process. It is highly
recommended that interested sources review the Acquisition Strategy WWW
Home Page at least weekly. Vendors interested in participating in this
acquisition should notify the DM System Program Office through the
Acquisition Strategy WWW Home Page. Please identify your company name,
address, and whether your company is a large, small, or 8(a) firm in

An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal
development phase of this acquisition. Potential offerors should use
established channels to request information, pose questions, and voice
concerns before resorting to use of the Ombudsman. Potential offerors
