STUDIES AND DOCUMENTATION IN THE SOUTHERN DIVISION AREA OF

award of two (2) indefinite quantity/indefinite delivery contracts. The
geographical area to be covered by the first contract,
N62467-97-R-0860, will encompass the states of North Carolina, South
Carolina, Georgia, Florida, Alabama, Mississippi, and Tennessee. The
geographical area to be covered by the second contract,
N62467-97-R-0861, will encompass the states of Louisiana, Texas,
Oklahoma, Arkansas, Kentucky, Missouri, Kansas, Colorado, Wyoming,
South Dakota, North Dakota, Nebraska, Iowa, Illinois, Minnesota,
Wisconsin, Indiana, Michigan, and Ohio. Work includes preparation of
environmental studies and documentation. The geographical area
encompassed by this contract will be Southern Division, Naval
Facilities Engineering Command area of responsibility. The contractor
may also, on occasion, be tasked to provide the services described
herein at government activities outside the SODIV AOR. These actions
will be decided on a case-by-case basis as approved by the contracting
officer. It is anticipated that most work will be in the SODIV AOR.
Two (2) separate firms will be selected from this announcement, one (1)
for each contract. Firms may apply for either or both of these
contracts. Firm SHALL indicate in Block 2b of SF255 the contract number
for which they wish to be considered. Work includes preparation of
Environmental Impact Studies (EISs), Environmental Assessments (EAs),
historic and archeological studies, site selection planning studies,
and other studies as needed for proposed Department of Defense actions.
Typical issues to be addressed could include, but will not be limited
to the following areas: impacts to wetlands; impacts to endangered and
threatened species; impacts to air and water quality; impacts of
noise; impacts to cultural resources; socio-economic (employment,
traffic, schools, housing, etc.)impacts; compatibility and site
selection criteria; and stormwater management. Other studies could
include, but will not be limited to, the following areas: environmental
property assessments; threatened and endangered flora and fauna species
surveys; coastal zone consistency statements; cultural, historical and
archeological resources identification and protection documentation;
environmental permit applications; activity and project master plans;
and site selection studies. Environmental Impact Statements,
Environmental Assessments, historic and archeological studies, site
selection planning studies and any other work as described above will
not be awarded to this contract prior to the expiration (dollar value
or time) of A-E contracts N62467-94-D-1049 and N62467-94-D-1128,
Indefinite Quantity for Planning Studies and Environmental
Documentation. As each existing contract expires, work in that contract
area may be awarded under the corresponding contract. All interested
firms should be capable of obtaining security clearances if required.
This contract period shall be for one year with an option for two (2)
one-year option periods. Contract award is contingent on availability
of funds. The total maximum contract value shall not exceed $4,500,000
(approximately $1,500,000.00 per year, per contract). The contract
shall guarantee a minimum fee of $30,000.00 payable in the event the
contractor is not required to perform work under this contract equal
to, or greater than, the guaranteed minimum fee. This guaranteed fee is
a recordable obligation at the time of award and, as such, must be
fully funded. Total fee paid in the base year shall serve as the
minimum fee guarantee for the option years. The following criteria,
listed in descending order of importance will be used for selection: 1.
PROFESSIONAL QUALIFICATIONS: Teams designated shall be
multi-disciplinary and shall demonstrate responsibility in the
preparation of environmental/historical/archeological documentation and
planning studies as described above. 2. SPECIALIZED EXPERIENCE: Recent
experience of the firm in preparation of NEPA environmental
documentation for actions affecting major construction and significant
changes in population. 3. PERFORMANCE: Past performance/ratings of
government agencies and private industry contracts in terms of cost
control, quality of work and compliance with performance schedules. 4.
CAPACITY: a) Ability to accomplish multiple projects simultaneously;
and b) Ability to sustain loss of key personnel while accomplishing
work within required time limits. 5. LOCATION: a) Location of the firm
in relation to the Southern Division geographic region, and b)
Knowledge of different state requirements, such as coastal zone
management legislation and water quality certification requirements. 6.
VOLUME OF DOD WORK: Firms will be evaluated in terms of work previously
awarded to the firm by DOD within the past twelve months with the
objective of effecting equitable distribution of contracts among
qualified A-E firms including small and small disadvantaged business
firms and firms that have not had prior DOD A-E contracts. 7. JOINT
VENTURE, TEAMING OR SUBCONTRACTOR UTILIZATION: Firms will be evaluated
on the extent to which they commit to using Small Businesses, Small
Disadvantaged Businesses, Historically Black Colleges and Universities,
or Minority Institutions in performance of the contract, whether as a
joint venture, teaming arrangement, or subcontractor. If the successful
firm is a Large Business, they will be asked to provide a formal
subcontracting plan in accordance with FAR 52.319.9, Small Business and
Small Disadvantaged Business Subcontracting Plan, prior to award. In
order to assist the committee to more efficiently review all
applications, a summary of experience, proposed team staffing, proposed
team staffing and depth of additional staff support is requested as
part of or in addition to the SF 255, as follows: 1. Summarize not more
than two of each TYPE (i.e., NEPA and NHPA coordination) of your most
relevant projects. Provide the following information (where applicable)
for each presented project: a) costs; b) project team members that
worked on the project; c) owner point of contact with telephone number;
and d) number and dollar value of change orders. 2. Summarize proposed
team in tabular form with the following data: a) firm name; b)
individual name; c) work history with individual and consultant firm;
d) office location (home or branch office); e) professional degree(s)
and date(s); f) Professional Registration(s), date(s), and state(s); g)
assigned team responsibility; h) percent of time committed to this
team; and i) synopsis of experience including firm name(s), years with
each firm, and type of experience with each firm. 3. List number of
individuals in each discipline NOT assigned to proposed team who could
be used to augment the proposed team in the event of loss of personnel
or failure to maintain schedules. 4. A-E's responding should prepare to
provide their Quality Assurance Project Plan (QAPP) prior to selection
interviews once a short list has been approved. The QAPP will include
an explanation of the management approach: an organizational chart
showing the inter-relationship of management and design team components
and specific quality control processes used; a listing of present
business commitments with their required completion schedules,
financial and credit references (include name and telephone numbers of
officers at their financial institutions), and performance references
other than Southern Division, Naval Facilities Engineering Command
(include 3 or more with names and telephone numbers of the contract
administrators. For consideration provide one submittal package for
each contract, including an original SF 255 and SF 254 for the prime
and an SF 254 for each consultant proposed. The SF 255, with
attachments) shall be LIMITED TO 25 PAGES, 8 1/2" x 11", ONE-SIDED)
with print size not smaller than 12 pitch font. Every page that is not
a SF 254 will be included in the 25 page count). The submittal package
must be received in this office not later than 4:00 P.M. EASTERN TIME
on FRIDAY, 14 MARCH 1997. Submittals received after this date and time
will not be considered. If additional firms are needed for
consideration, SF 254s already on file will be used. Include telefax
numbers in Block 3a and Contractor Establishment Code (formerly the
DUNS number), Commercial and Government Entity (CAGE) Codes, if known,
and Taxpayer Identification Number (TIN) in Block 3. The DUNS, CAGE
and TIN are discussed in the DOD FAR Supplement, Part 204 Subpart
