Administration's(GSA's) intent to establish a Pre-Qualified Small
Business Contractors List for Construction Servi ces(Prequalified
Contractors List) for the following geographic loca- tions in N orthern
California(Region 9 of GSA)under the cognizance of the East Bay Field
Of fice, including the Santa Rosa Federal Building, the Alameda Federal
Center, the Vallejo Federal Building, and various lease locations in
Alameda, Contra Costa, Marin, Napa, Sonoma, and Solano Coun- ties. The
Prequalified Contractors List will be tested by GSA for a two year
period(the Test). The two year period will begin on April 1, 1997, and
end on March 31, 1999. Should the Test of the use of the Prequalified
Contractors List prove to be successful, GSA may continue to utilize,
up- date, and maintain the list. The Prequalified Contractors List wi
ll be limited to small business contractors, including small
disadvantaged busin ess and small women-owned business concerns,
interested in performing building r epair and alterations
work(construction services) for GSA that have met certain minimum
qualification standards regarding experience and past performance, that
are capable of providing bonding or other payment protections for
subcontractors, and that can meet other requirements regarding
conducting business electronica lly. The Prequalified Contractors List
will be used for projects costing more t han $2,000 but less than
$100,000. General construction contractors as well as major trade
contrac- tors(i.e., electrical, painting, asbestos removal, demoliti
on, etc.) may apply for placement on the Prequalified Contractors List.
The Sma ll Busi- ness Act requires that purchases between $2,500 and
$100,000 be reserve d for small business concerns unless a
determination is made that there is no re asonable expectation of
obtaining quotations from two or more small business con cerns that
will be competitive in terms of market price, quality and delivery.
Therefore, contractors must be a small business concern in order to
qualify for placement on the Prequalified Contractors List. Once a
requirement for construc tion services is identified, GSA will only
solicit quotes from firms on the Preq ualified Contractors List for
purposes of performing individual construction pro jects. Small
businesses placed on the Prequalified Contractors List will receiv e
electronic noti- fication via E-mail or facsimile of contracting
opportunities within the above referenced dollar range and will be
invited to submit a quote either by E-mail or facsimile. Interested

will be available on or about February 14, 1997. Interested small
business concerns may submit an Application any time, but are strongly
encouraged to do so on or before March 1 2, 1997, since GSA will begin
using the Prequalified Contractos List on April 1, 1997. Applications
will be evaluated by GSA officials and small businesses wil l be
advised within 30 days of receipt of their applications whether or not
