ADJUSTMENT OF SET-ASIDE POLICY, U.S. DEPARTMENT OF THE INTERIOR The
Small Business Competitiveness Demonstration Program (Public Law
100-656, Title V11) requires participating agencies to periodically
change small business set-aside policies based on the quarterly level
of small business procurement obligations in four "Designated Industry
Groups" (DIG) are Construction (except for dredging), refuse systems
and related services, architectural and engineering services (including
surveying and mapping), and nonnuclear ship repair. Current program
policy requires that any quarterly adjustments to set-aside rules be
instituted only at "organizational units" that attained or failed to
attain the DIG goal(s). For Interior, "organizational units" are
considered to be "bureaus" or offices'. Accordingly, after reviewing
the Department's fourth quarterly report for FY 1996 (covering the
period October 1, 1995 through September 30, 1996), we are announcing
the following changes in small business set-aside policy, which are
effective on February 10, 1997: Category, A-E Services PSCs C111 and
C123; Set-aside Adjustment, The National Park Service (NPS) will
continue the use of set-asides where possible. Category, A-E Services
PSCs C118 and C121; Set-aside Adjustment, The Fish and Wildlife Service
(FWS) will continue using set-asides. Category, A-E Services PSC C129;
Set-aside Adjustment, NPS and the Office of Surface Mining Reclamation
& Enforcement (OSM) will continue using set-sides where possible.
Category, A-E Services PSC C211; Set-aside Adjustment, NPS and the
Bureau of Reclamation (BOR will continue the use of set-asides, and the
Interior Services Center will reinstitute the use of set-asides.
Category, A-E Services PSC C212; Set-aside Adjustment, OSM and FWS will
continue the use of set-asides, where possible. Category, A-E Services
PSCs C214; Set-aside Adjustment, BOR will continue using set-asides.
Category, A-E Services PSC C219; Set-aside Adjustment, U.S. Geological
Survey will continue using set-asides, possible. Category, A-F.
Services PSC T008; Set-aside Adjustment, BOR will reinstitute the use
of set-asides. Where no action is shown above, Bureaus and offices
listed will use full and open competition exclusively for DIG
procurements estimated to exceed the "Reserve Amounts for Emerging
Small Businesses" ($50,000.00 for A-E Services; $25,000.00 for the
other three groups). Bureaus and Offices other than those listed will
use full and open competition exclusively for all DIG procurements
