engineering services to prepare the design development program
submission, preliminary drawings, working drawings, specifications,
including cost estimates, and construction period services for the
Reactivation Center at the Edward Hines VA Hospital, Hines, Illinois.
Project involves: (A) Parking lot with access walkways gate and lights
adjacent to Building 217; (B) Secured park for physical therapy,
recreation, and interaction environment. Landscaping to include
lighting, walkways, and access to the interior to Building 217; (C)
Remodel existing open air atrium for all weather Recreation Center by
glazed metal roof; (D) Remodel existing main entrance of Building 217
to provide protective access, enlarged lobby, improved recreation area,
and enhanced security and service; (E) Remodel existing open air
courtyard into two floors with glazed metal roof. New floor area space
is to be designed to improve patient care; (F) Remodel first floor of
"B" Section into a clinic and Rehabilitation Center for geriatric in
and out patients; (G) Remodel second floor of "B" Section for two
25-bed geriatric inpatients, two nursing stations, offices, and
storage. The entire project must comply with VA criteria/requirements
and all applicable codes for the safety of geriatric patients.
Estimated construction cost is between $2 million and $5 million. Area
of consideration is restricted to 100 miles of the Hines VA Hospital,
Hines, Illinois. Submit two (2) copies of SF 254 and SF 255 with
appropriate data. Selection criteria will be based on: (1) past
performance on similar projects, maintaining project schedules and
project budgets; (2) overall design experience and capability with
architectural, mechanical, and electrical renovation projects; (3)
qualifications of staff to be assigned, with special emphasis on field
personnel to be utilized; (4) knowledge in design and construction
requirements for meeting a geriatric patient population, with special
attention to criteria to meet CARV (Commission of Accreditation of
Rehabilitation Facilities); (5) cost control effectiveness; (6) ability
to produce specifications on a 3.5" disk for WordPerfect 5.1, ability
to produce drawings on a CAD system fully compatible with Auto CAD
Release 13. Ability to produce cost estimates on Excel 5.0, Lotus
1-2-3, or Means Database. No bid packages are available. Project
