contractor to provide all labor, supervision and material required for
the demolition, milling, road reconstruction, storm water piping, and
concrete sidewalk, curb and gutter work as specified in the contract
documents, drawings and specifications. The solicitation consists of:
CLIN 0001 for base bid work, as described above, CLIN 00001A for joint
repair (est. quan. 1000 FL), and CLIN 0001B for base repair (est.
quan. 1000 SF), and OPTIONAL ITEMS AS FOLLOWS: CLIN 0002 (for same type
of work as base bid item), CLIN 0002A for joint repair (est. quan. 500
LF), and CLIN 0002B for base repair (est. quan. 500 SF). Award will be
made to the responsible bidder offering the lowest aggregate price for
the Base Bid Items and Optional Bid Items IAW FAR Clause 52.217-5.
Final acceptance shall be at destination. Closing date and time for
receipt of bids is 21 MARCH 1997, 2:00 p.m., Eastern Standard Time.
Facsimile offers are not accepted. All responsible sources may submit
a bid which shall be considered by the agency. All base bid work and
optional items (including all associated unit bid items) to be
completed within 270 days after Notice to Proceed. The government
reserves the right to exercise the optional work on or before 2
September 1997. The estimated cost for this project is between
$500,000.00 and $1,000,000.00 for the base year work and between
$250,000.00 and $500,000.00 for the optional work. When calling be

solicitation is unrestricted IAW the Small Business Competitive
Demonstration Program. This Notice is for informational purposes for
Minority, Women-owned, and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSBDU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Programs
enables firms to apply for bid, payment, and performance bonds up to
$1.0 million per contract. The DOT provides 80 percent guaranty on the
bond amount to a surety against losses. Loans are also available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
