R -- SYSTEMS ENGINEERING AND TECHNICAL ASSISTANCE SOL 50-PAPT-3-00034 DUE 031197 POC Anice Ogden, Contracting Officer, PH: 703-305-4175, FAX 703-308-5042 The U.S. Patent and Trademark Office (USPTO) has a continuing requirement for Systems Engineering and Technical Assistance (SETA) services for independent, objective, and expert technical advice and assistance. The PTO intends to extend Contract No. 50-PAPT-3-00034 with Science Applications International Corporation (SAIC), from April 1, 1997 through September 30, 1997, in support of the PTO's automated systems. The estimated level of effort is 37,500 hours. The PTO is in the process of conducting a competitive procurement for this requirement but will have a continuing requirement for Systems Engineering and Technical Services until the replacement contract is awarded. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority FAR 6.302. At this time, SAIC is deemed the only responsible source and no other supplies or services will satisfy agency requirements for the extension period for the continued support. Any award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition and would cause unacceptable delays in fulfilling the agency's requirements. Concerns which believe they have the ability to furnish the specified support are requested to give written notification within 30 calendar days from the date of this synopsis.
