produce a marketing analysis of Coast Guard property on the Cleveland,
Ohio waterfront. The marketing analysis shall include all development
alternatives that would be available to a private developer within
local zoning, FAA clear zone regulations, and land use regulations. The
possibility of changes in local regulations as well as use of variances
to provide for higher intensity development shall be incuded where
appropriate. The Coast Guard property shall be evaluated for its own
development potential as well as its development potential as part of
an assembled parcel that includes the Naval Reserve Center and the Army
Corps of Engineers property. This analysis will be used to establish a
value for the property and for a comparison with the City of
Cleveland's marketing analysis. This work will include the following
items: Affect on the value of the existing Coast Guard /Navy/Army sites
by adjacent development project/proposals, all feasible development
alternatives for the Coast Guard/Navy/Army sites based on differing
land uses and land use mixtures, the assumptions made for each
alternative, the valuation of the Coast Guard property for each
development alternative, both individually and as part of an assembled
parcel as described above, potential city tax revenues based on
current tax rates for the development alternatives identified based on
no abated taxes, and potential returns to a developer based on the
above development alternatives using prevailing interest rates. The
work shall be required in two phases. Phase I shall consist of data
collection about the site(s), prevailing development trends in Downtown
Cleveland that might affect site(s) development and value, and concept
land use alternatives for all sites/combination of sites. Phase II
shall include development of land use alternative concepts identified
in Phase I. Alternatives shall be ranked according to feasibility of
accomplishment. Supporting graphics and calculations shall be provided.
Potential revenues, as discussed above shall be included in this phase.
A conclusion of the most likely alternative shall be made. A value of
the Coast Guard site shall be calculated for each alternative and
compared to existing value information from both the Coast Guard and
City of Cleveland. Deliverables shall include two bound booklets
describing the identified alternatives with supporting graphics, all
calculations in support of identified development alternatives, and
computer disks containing files of all of the the above development
alternatives. Performance period for Phase I is 21 days after Notice to
Proceed and 50 days for Phase II. Coast Guard review will occur between
phases and after receipt of Phase II. Quotes close on/or about 25 March
