022197 POC Robert E Dungan, Contracting Officer The Dahlgren Division
of NSWC intends to install a Direct Digital Control (DDC) system in
building 183 located at the Naval Surface Warfare Center Dahlgren
Division, Dahlgren Virginia. Construction documents requirements
include: (1). Provide new DDC systems including associated equipment
and accessories. Provide each control system complete, and operating.
Manufacturer's products, including design, materials, fabrication,
assembly, erection, examination, inspection, and testing shall be in
accordance with ASME B31.1 and NFPA 70. (2). Provide the DDC systems to
maintain stable temperature control and all other conditions indicated
on drawings. The end-to-end accuracy of the system, including
temperature sensor error, wiring error, A/D conversion, conversion, and
display shall be 1 degree F. The existing base wide digital and energy
control and monitoring system is Barber Coleman Network 8000, with
Host 8000 Dynamic colorgraphic workstation located in Building Number
134 on the base. Provide a new digital control system for this facility
which is compatible in all respects to the existing system.
Compatibility includes the requirement that the complete DDC system
communicate with other controllers on the system's various LANS and the
existing Host 8000 work station, to provide all features and functions
of the existing systems which include, but are not limited to the
cooperative operation of all real time programs including dynamic
colorgraphics, terminal mode and upload/download of all field programs
in standard system procedures. (3) The system shall control climate
and energy management functions for complete operation of an HVAC
system through the use of digital controllers. No conventional control
devise (pneumatic or electronic) such as receiver-controllers,
thermostats, and logic units shall be used. The digital controllers in
the system shall be linked in a communication network composed of one
or more levels of local area LANS. The controllers shall be installed
near the equipment being controlled, and distribute the processing to
each standalone DDC panel. The control system shall be built up of
stand-alone controllers, with the total number of utilized sensor
inputs and control outputs to be 48 or less per controller. Failure of
any single module will not cause the loss of more than 48 points.
Interested sources proposing to supply equivalent system must meet the
following justification: (a) Show that you have installed a minimum of
3 systems that are compatible with a Barber Coleman Network 8000 with
Host 8000 Dynamic colorgraphic workstation. (b) The system should have
a minimum of 50% American made components. (c) Material and equipment
shall be standard products of manufacturer regularly engaged in the
manufacturing of such product, using similar materials, design and
workmanship. The standard products shall have been in commercial or
industrial use for 2 years prior to date this notice is published. The
2 year use shall include applications of similarly sized equipment and
materials used under similar circumstances. The 2 year experience must
be satisfactorily completed by a product which has been sold on the
commercial market though advertisements, manufacturers' catalogs, or
brochures. (d) The equipment items shall be supported by a service
organization. (e) The Contractor or subcontractor that will perform the
work with whom the Contractor has a firm contractual agreement, shall
have completed at least three DDC systems installation of the same type
and design specified, that have been successfully operated the required
sequence of operation for at least one year. (e) The programmer
responsible for programming the digital controllers shall have a
minimum of 2 years experience programming digital controllers, of the
same manufacturer, for HVAC systems. Written qualifications must be
submitted within 10 days from the date this notice is published. In the
absence of other qualifying sources it is the intent of the Agency to
identify Barber Coleman as the name brand product within the
construction documents as no other type of equipment will satisfy the
