818/543-4685 The Lower Colorado River Multi-Species Conservation
Program (MSCP) Steering Committee and the National Fish and Wildlife
Foundation seek a consultant to provide a full range of professional
services to assist with preparation of (1) a comprehensive ecosystem
management plan for the conservation of sensitive and listed biological
resources of the Lower Colorado River mainstem, (2) Endangered Species
Act (ESA) compliance and permit documents for federal and state ESA
compliance, and (3) National Environmental Policy Act (NEPA) and
applicable state environmental compliance documents. The scope of work
will include coordination with, and involvement of, a diverse set of
state, federal, and public stakeholders; development of a
comprehensive, biologically defensible, and implementable long-term
conservation strategy; compilation and analysis of technical data;
development and implementation of a public involvement program;
comprehensive scoping of scientific, regulatory, social and economic
issues; identification of present and future state and federal actions
requiring ESA section 7 and 10 regulatory compliance; and full
compliance with ESA, NEPA, and other appropriate state and federal
requirements. A presubmittal workshop will be held on February 25,
1997, from 10:00 am to 3:00 pm, in the Commissioners' Room, Fifth
Floor, McCarran International Airport, Las Vegas, Nevada. This request
