COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 7,1997 PSA#1778DUAL USE APPLICATION PROGRAM The Industrial Programs Department of ONR
announces a program in the area of Dual Use Science and Technology
(S&T. This program is being conducted in cooperation with DOD's Dual
Use Application Program (DUAP) managed by the Joint Dual Use Program
Office (JDUPO). ONR seeks projects to create and develop new product or
process technologies which have potential for both navy and commercial
applications. If successfully developed, the technology will have both
navy relevance and sufficient potential commercial applications to
support a viable production base. Approximately $50M of Government
funds will be available for this Broad Agency Announcement (BAA). The
proposer must bear at least 50% of the cost of the proposed effort.
Proposals should include schedules and budgets for a base term not to
exceed 24 months. Costed options for an additional period of up to 36
months may be submitted. The Government may fund both base term and
options from the present appropriation depending on the content of the
proposal, the availability of funds, the fit with other programs and
any other considerations necessary to establish and maintain program
coherence and balance. The Government may also choose to condition the
exercise of options on the availability of future year appropriations
or other funding sources. There is no preset dollar range for
individual proposals. There is no guarantee that awards will be made in
each of the identified topic areas. The Government may award several
proposals in a topic area depending in part on the cost of individual
proposals and available funding. Topic areas which will be considered
in this BAA are: 1. HYPERSPECTRAL REMOTE SENSING TECHNOLOGY (HRST) IN
SPACE 2. WEAR/CORROSION/ EROSION/FOULING RESISTANT COATINGS AND
APPLICATION METHODS 3. High Performance Portable Power Sources 4.
AFFORDABLE UNATTENDED AND DISTRIBUTED SENSOR TECHNOLOGY 5. ADVANCED
MATERIALS FOR PROTECTIVE CLOTHING AND SURVIVAL EQUIPMENT 6. CONDITION
BASED MAINTENANCE (CBM) 7. PHOTONICS FOR TACTICAL/INDUSTRIAL DATACOM
SYSTEMS 8. ACTIVE NOISE AND VIBRATION CONTROL (ANVC) 9. ADVANCED
DEVELOPMENT, TESTING AND EVALUATION OF NEW ADJUVANT TECHNOLOGIES FOR
USE WITH MUCOSAL VACCINES 10. Quantum Devices and Ultra-High Frequency
Digital Signal Processing 11. POWER CONVERSION TECHNOLOGY 12 RENEWAL
OF LEGACY SOFTWARE SYSTEMS 13. Software Development Tools for Signal
Processing and C4I 14. DEVELOPMENT OF SCALABLE INFORMATION
INFRASTRUCTURES 15. ADAPTING COMMERCIAL SHIPBUILDING PRACTICES TO
WARSHIP DESIGN Proposals that involve either basic research or final
product development beyond the stage of product prototype or
feasibility demonstration are outside the scope of the competition and
will not be acceptable. Teaming arrangements among companies are
encouraged when the result is a technically stronger proposal. Teaming
with a DOD or national laboratory may also be advantageous in many
instances. Due to limited funding, the Government reserves the right to
limit awards under any topic, and only proposals considered to be of
superior quality will be funded. Awards will be made using
non-procurement agreements, e.g., Cooperative Agreements and "Other
Transactions". Any interested company or institution is encouraged, but
not required, to submit a white paper synopsis of the planned dual use
S&T proposal including a rough cost estimate. White papers should
address the selection criteria wherever possible and must identify
which topic area it is being submitted under. The white paper should
not exceed five (5) pages and should be submitted anytime during the
first 15 days from date of this CBD announcement. The white paper may
be faxed to (703) 696-4884 or delivered to the office identified in the
following paragraph. Those submitting white papers are encouraged to
continue to work on drafting a full proposal during the white paper
evaluation process. It is expected the ONR technical review will be
complete within 2 weeks of white paper receipt. The technical point of
contact for the specified topic area will contact the white paper
submitter and provide feedback on the Navy's level of interest in the
proposed project. Based upon the degree of encouragement received,
companies and institutions can better decide whether to continue the
preparation of full technical and cost proposals for the described
project. Offerors may submit full proposals without going through the
white paper process. This announcement for full proposals is open until
1200 EDT 15 April 1997. Any interested offeror should send five (5)
copies of its technical and cost proposals to: Office of Naval

22217-5660. To be considered for award, the full proposal must be
