QPL PROGRAM Effect of NAWC Indianapolis Privatization on Navy QPL Program. At the recommendation of the 1995 Base Closure and Realignment Commission, NAWC was privatized effective January 6, 1997 by Hughes Technical Services Company, a division of Hughes Electronics. In the past, the Navy aircraft components and accesssories Qualified Product List (QPL) function was accomplished through NAWC Indianapolis. While the QPL function will continue to be accomplished by the Navy, the privatization of this facility necessitated andministrative changes which also became effective in January 1997. In general companies will interface with government representatives in the Navy QPL Office Government Detachment at the current NAWC Indianapolis address and/or NAWC Patuxent River. To the extent that elements of the QPL program are performed under government contract (e.g., verification and/or qualification testing), steps for appropriate protection of intellectual property rights will be taken.
