Division Naval Surface Warfare Center intends to negotiate a sole
source procurement with George Mason University to design and develop
automatic control and estimation algorithms for the NSSN. The NSSN
algorithms will initially take the form of the SEAWOLF Vertical Ascent
and Descent(VAD), PILOT, Variable Ballast and Trim(VBAT) and SEA
Energy Estimation(SEE) algorithms. The VAD algorithm computes a valve
command that controls the seawater flow control valve in the depth
control tanks to ballast or deballast the ship. The SEE algorithm
estimates and predicts the average suction force on the hull as well as
determines the seaway direction with respectto the submarine. Both of
these algorithms, subsequent to modification to account for the
hydrodynamic differences between submarines, will be converted for use
on the NSSN. Only one responsible source and no other supplies or
services will satisfy agency needs under the authority of FAR 6.302.1.
