Request for Proposal (RFP) for Scientific, Engineering, and Technical
Services for the Earth Science, Space Science, and Space Projects
Divisions. The Standard Industrial Classification (SIC) code is 8711
and the size standard is $20 million. The types of services envisioned
are: systems engineering and analysis, scientific research and
analysis, laboratory scientific and technology research, infrared
detector technology development, educational outreach, and scientific
and technical services within the Earth Science, Space Science and
Space Projects Divisions. It is anticipated that services for the
following programs/areas may also be needed: Discovery, Lunar
Prospector, SOFIA, biogeochemistry, cosmochemistry, airborne and
laboratory astrophysics, planetary atmospheres, and theoretical
simulations of star and planet formation. Current task requirements
include: 1) Earth Science Division -- analytical services using
existing on-site laboratory facilities, equipment and supplies;
interpretation and processing of remotely sensed imagery and geographic
data; data collection and recording including quantitative and
qualitative analysis of calibration of instruments used in the
performance of tasks; operation of a computer laboratory for
specialized types of data analysis such as image processing as well as
standard applications such as spreadsheet analysis and word
processing; 2) Space Science Division -- analytical services using
existing on-site laboratory facilities, equipment and supplies; data
collection and recording including quantitative and qualitative
analysis of terrestrial and extraterrestrial samples and simulated and
natural atmospheres; servicing, maintenance and calibration of
specialized, as well as, commercial instruments used in the performance
of the tasks; Design, development, fabrication, implementation,
integration, test and operation of special-purpose electro-optical,
cryogenic, and electronic experiments (both laboratory and flight) and
demonstration hardware; 3) Space Projects Division -- systems
engineering activities including system definition and top level
design, trade studies, modeling, and analysis, interface definition and
control, operations and planning, system level integration, test
planning and accomplishment, mission operations, infrared detector and
cryogenics technology development, technician services and machine
shop services. Contractor tasks will be defined by task orders, and
contractor responsibility includes the management and administrative
services required to accomplish the tasks described above. A listing of
firms that have previously submitted capabilities statements and/or
requested to be placed on the Sources Listing of this solicitation
shall be posted on the ARC procurement home page, Special Notice, for
possible teaming or subcontracting opportunities. Inclusion of this
list is not an endorsement, nor representative of a preference, by
NASA, for any of the listed companies. All responsible sources may
submit a proposal which shall be considered by the Agency. RFP release
is anticipated within fifteen (15) days of the posting of this notice.
Proposal response time is 45 days from issuance of the solicitation.
