Officer, (360) 396-0234. Under authority of FAR 6.302-1, 10 U.S.C.
2304(c)(1), the Engineering Field Activity, Northwest, intends to award
a sole source contract to Johnson Controls World Services, Inc. (JC)
for Wholehouse Improvements to FY68 Housing Units (100) at Jackson Park
Housing Area, Bremerton, WA. This is not a request for proposal. The
construction contract for the wholehouse improvements to the FY70
housing units at Jackson Park, which are part of the same A-E design
and are virtually identical to the units which are the subject of this
procurement, was awarded through full and open competition to JC. The
Government has determined that awarding the contract for the FY68
units to a contractor other than JC would result in substantial
duplication of cost to the Government and would considerably increase
the time of performance. These savings are not expected to be recovered
through competition. Some of these savings include, but are not limited
to, waiving the requirement for the model units, the model building,
the model site and submittals because JC has completed and received
approval of these items, material quantity discounts, site (soils)
balancing, and orderly and coordinated vacating of units, saving moving
costs. If another firm believes it can perform the services required
under this contract with equal or greater dollar and time savings than
anticipated by the Government by going sole source, they need to
demonstrate so to the Government. Your documentation should be
submitted to Engineering Field Activity, NW, Attn: Code T2JK, 19917 --
7th Ave. NE, Poulsbo, WA 98370-7570 no later than 4:00 pm local time
within 30 days after this notice is published in the Commerce Business
Daily. The work required under this contract includes all labor,
supervision, materials and equipment required to complete the whole
site improvements including demolition, clearing, asbestos removal,
potentially hazardous paint work, earthwork, soil disposal, asphalt
concrete, storm drainage, play equipment, site furnishings,
landscaping, concrete, carpentry, insulation, asphalt shingles, doors,
windows, skylights, interior finishes, painting, specialties, kitchen
equipment, cabinets, window blinds, plumbing, ductwork, electrical and
incidental related work. Additionally, model units, a model building
and a model site must also be completed and accepted by the Government
before any other work is started or materials for the other units are
ordered. During performance of this work, asbestos, hazardous waste,
or pollution abatement may be encountered. No other technical
information will be given. A determination by the Government not to
compete this proposed contract based on responses to this notice is
