817/676-5198. Necessary services and materials to provide Military
Family Housing Maintenance Services at Sheppard AFB TX during the
period 1 Oct 97 to 30 Sep 98 with four one-year options. Estimated
issue date is on or about 12 Mar 97. Vendors should be fully aware that
this is not a standard Military Family Housing Service. Upgrades and
cleaning requirements have also been included. Examples of non-standard
items are: perform major tile resilient floor covering replacement,
perform gypsum board texturing, perform countertop replacement and
perform major interior and exterior door replacement. The proposed
contract listed here is being considered for 100 percent set-aside for
small disadvantaged business (SDB) concerns. Interested SDB concerns
should, as early as possible, but not later than 17 Feb 97, indicate
interest in this acquisition by providing to the contract office the
information requested below and a positive statement of eligibility as
an SDB concern. This information will be evaluated and used to
determine competitive SDB set-aside action. If adequate qualified
response is not received from SDB concerns, the solicitation will be
issued as unrestricted without further notice in the CBD. Therefore,
replies to this notice are requested from all businesses as well as
from SDB concerns. Requests for solicitation documents from SDBs
without accompanying information will be considered non-reponsive in
requard to the determination request without further consideration. For
purposes of this procurement the small business size standard is $7.012
million in total revenues (FAR 19.102). The SIC code is 1799. All
businesses should state business size for information purposes. The
technical criteria specified below is the minimum criteria that will be
evaluated and is listed in descending order of importance. Technical
information may exceed the minimum criteria. A. EXPERIENCE AND
PERFORMANCE RECORD (1) Evidence of progressive and responsible
experience on both corporate and individual levels. (2) Discuss prior
experience acquired under other contracts which would fully
substantiate ability to perform this contract for the Air Force with
emphasis on any comparable experience, including all other experience
pertinent to illustrating performance ability. (3) Data should include
agency name, number of years experience in the field, contract period
of performance, date of award, dollar amount and a description of the
service performed along with the contract administration office's
phone numbers and contract number. B.DESCRIPTION OF FUNCTIONAL
ORGANIZATION (1) State who will perform and how the functional
organization will solve any performance obstacles which may occur and
include a detailed functional organizational chart identifying
supervisor assignments, responsibility and authority. (2) Discuss the
experience that key personnel possess as well as their technical
knowledge and understanding of the requirements to provide the required
services and include number of years experience and educational
qualifications of each manager and personnel assigned to work this
contract. C. UNDERSTANDING OF THE REQUIREMENTS (1) Evidence the offeror
understands and is capable of performing the overall requirements. (2)
Description of the offeror's management abilities with regard to
execution of the work. D.HAVE ADEQUATE FINANCIAL RESOURCES TO PERFORM
THE CONTRACT OR THE ABILITY TO OBTAIN FINANCIAL RESOURCES (1) Copy of
current financial statement. E. CAPACITY TO MEET STAFFING REQUIREMENTS
(1) Discussion of the company's ability to acquire the necessary
qualified personnel to meet the proposed requirements. (2) State source
of resources, work force, composition and organization. (3) Describe
