Federal Building Modernization (Phase II), 12th Street & Pennsylvania
Avenue, NW, Washington, DC. The Ariel Rios Build ing is a single
building divided into two (2) construction phases. The first ph ase
(Phase I) is complete and is fully occupied. This solicitation is for
the r enovation of the second phase (Phase II), which has a
construction area of appro ximately 504,000 square feet. A post office
and a training facility are located in the building and will remain
fully operational during construction. The comp leted Phase I area will
remain fully occupied during the duration of the Phase I I
construction, requiring the isolation and protection of the occupied
areas fro m the construction zone(s). The Phase II project also
includes some constructio n activities in the occupied south phase,
including elevator systems modernizati on. The Phase II project is to
be completed in six sub-phases, with phased occu pancy of the completed
areas as they become available. The Phase II contract in cludes a base
contract, unit prices for tenant fit-out, and phased occupancy. T he
Options are as follows: A) Daylight sensors; B) Temporary control
vestibules; C) Clean return plenums; D) Renovate training facility and
postal station; E) C onstruct basement tenant spaces; F) Repair roof;
G) Facade cleaning and repointi ng; H) New BAS system; I) Replace fire
alarm panel; J) Install interior storm wi ndows; K) Install additional
window weatherstripping; and L) Install catwalks at cooling towers.
Total Estimated Aggregate Contract Amount: between $55 and $65 million.
Construction should be completed by the end of 1999. Basis of Award:
Base Bid plus any associated unit prices and Options. Bid Invitation
Date: F ebruary 24, 1997. This procurement is not set-aside for small
business; however, this procurement is being made under the Small
Business Competitiveness Demons tration Program. Women-owned businesses
are encouraged to submit bids and so sta te that they are women-owned.
All responsible sources may submit a bid which wi ll be considered by
the agency. There is a $500 refundable deposit on the biddi ng
documents. Only certified checks, cashier checks or money orders will
