The system includes test station, control computer, calibration kit, control software, and printer. The system above has been identified by a "brand name or equal" description, which is intended to be descriptive, but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. Performance and physical specifications, which list all salient characteristics are available and may be obtained via facsimile by calling the POC listed above. Quotations offering equal products will be considered for award. The quotation must list the manufacturer or brand name of the item to be furnished. This solicitation requires the submission of descriptive literature. Manufacturer's sales literature or other documentation shall be provided to show that offered product(s) meet or exceed requirements as specified in the Performance and Physical Specification document referenced above. The entire system shall be installed on-site at no additional cost. Delivery shall be FOB Destination within 60 days after award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Solicitation 53SBNB760047 is issued as a request for quotations (RFQ). The Government will award a contract resulting from this solicitation to the responsible offerer whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Offerors shall comply with the provision at FAR 52.212-2 and submit a technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in this solicitation. The following factors will be used to evaluate offers: (i) Hardware design, (ii) Measurement capabilities & specifications, (iii) Software design & data analysis capabilities, and (iv) Proven Technical support capabilities. These factors are listed in descending order of importance, with the first two factors being equal in points and adding up to approximately sixty percent of the total technical points and the remaining forty points are split equally between the last two technical factors. Technical performance is significantly more important than price. The clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition.
