444 LEASE WITH OPTION TO PURCHASE, NEW OR USED MOBILE, DIESEL POWERED
SCALPING/SCREENING/SHREDDING AND STOCKPILING PLANT. This equipment will
be used to screen unexploded ordnance (UXO) from EX-MARE ISLAND NAVAL
SHIPYARD, VALLEJO, CALIFORNIA. The scalping plant shall be capable of
processing approximately 550 tons, per hour, of various soil
compositions including rock, gravel, scrap metal and unexploded
ordnance. Soil conditions will range from very dry to wet (mud). The
scalping plant will be fed by way of a front loader. The soil
compositions will be initially processed through a screened hopper.
This hopper will shake/vibrate and deposit onto a main conveyor which
will carry the materials to another hopper/screen box where the
material will be distributed, according to size, down three separate
conveyors. Government personnel will physically remove UXO from the
fine/tail conveyor via catwalks adjacent to the sides of this conveyor.
Final screened material shall be no larger than two inches (2") in
diameter. Conveyors shall be capable of stopping and starting under
load via remote controls located within proximity of these catwalks.
The scalping plant will consist of the following arrangement: The main
hopper shall accommodate approximately ten (10) cubic yards of
material deposited from a front loader/dozer. The main hopper will be
equipped with an angled vibrating/shaking grid (grizzly), which shall
have grid bars spaced approximately six (6) inches apart. The main
conveyor belt will be synthetic rubber of approximately three (3) feet
in width. The main conveyor shall be equipped with a hydraulically
operated shredding attachment which may be utilized at the option of
the users. The second hopper/screening box shall be capable so sorting
material from the main conveyor into three (3) separate sizes via
grids. The finest size of these grids shall be two (2) inches or less
in diameter. A replaceable one (1) inch grid shall be supplied with the
unit for further reduction in size as required. The fine/tail conveyor
shall have a synthetic rubber belt approximately three (3) feet in
width. Materials which are deposited upon the final conveyor shall be
restricted to a thickness of no more than two and one half (2 1/2")
inches. Variable speed and stop controls are mandatory and shall be
easily accessible from either side of the plant. The three conveyors
shall discharge approximately fifty (50') feet from the main hopper.
Additional requirements are as follows: A minimum number of components
are desirable to permit rapid relocation of equipment to various
remediation locations. The screening plant must be diesel powered and
meet all state, federal and Occupational Safety and Health
Administration (OSHA) requirements for both transportation and
operation. FOB destination: Ex-Mare Island Naval Shipyard, Vallejo,
California. Potential offerors are requested to make suggestions in the
form of alternative proposals for combinations of equipment which will
satisfy the Governments' needs to accomplish remediation mission in a
cost effective manner. Lease, purchase or lease/purchase arrangements
are being considered. Lease type arrangements will require maintenance
proposals for service. Purchase will require the offeror to provide
commercial warranty. Offerors are required to submit pricing for each
alternative proposal in the following manner: A. Outright purchase of
equipment B. A monthly lease/rental price for equipment for up to three
(3) years C. A monthly proration of lease/rental amount which will be
applied towards the purchase of the equipment (for up to the three (3)
years the equipment may be leased/rented). Final award of a contract
will be based upon the following factors : A. Meeting or exceeding the
above physical requirements for the mobile screening/scalping plant.
B. Physical demonstration of similar equipment at a site having similar
characteristics. (The site to be concurred with by the Government). C.
Best value to the Government considering price and the following
technical factors:1. Ability todeliver and make operational within
fifteen (15) days of contract award. 2. Offerer must be able to
guarantee to service equipment provided under this contract within a
reasonable time-frame. ( Response time must be within twenty-four (24)
hours.) 3. Reasonable parts and service available locally to ensure
mechanical failures of the equipment are unlikely to render the
equipment unusable for more than seventy-two (72) hours. 4. Equipment
offered will be evaluated to best meet the physical capabilities,
characteristics and requirements of this offer. 5. Final overall price
the Government will pay for new or used equipment; lease versus
purchase and projected end cost to the Government over projected "life"
of equipment. 6. Warranty and life expectancy of the equipment.
Solicitation is scheduled to be available February 18,1997. Bids must
be submitted by March 20, 1997. Award is scheduled for March 31,1997.
Delivery of the equipment must occur on or before April 15,1997. All
responsible sources may submitmultiple offers which will be considered.
Offerers are requested to submit brochures or photographs of equipment
being offered. Proposals shall be sent to Explosives Safety Office
