Offers for rehabilitation of a major portion of the Johnson Space
Center utility tunnel structure, systems, and provisions. The repair of
the deteriorated tunnel structure shall include the repair of areas of
water infiltration such as cracks in walls, deteriorated expansion
joints, and concrete spalling. Three 12.5 kV switches shall be replaced
from the tunnel to above ground locations within enclosures. At two
locations, north of Building 10, two existing transformers shall be
replaced. Backup power for lighting, ventilation, and sump pumps shall
be provided for the entire tunnel system from five pad-mounted
emergency generators. Several locations within the tunnel have existing
cable trays which are in disrepair. Cable trays shall be repaired and
re-suspended to provide adequate capacity for the overload conditions.
Several thousand linear feet of existing, abandoned communication
cables shall be removed from the tunnel and disposed of. Existing sump
pumps shallbe replaced. The existing fire protection system shall be
expanded to provide for additional standpipe coverage and sprinkler
systems. This project has a base bid and two additive alternates.
Additive Alternate No. 1: Additive Alternate No. 1 is the replacement
of deteriorated chilled water piping, fittings, and insulation.
Mechanical piping, causing walkway obstructions, shall be relocated to
provide OSHA compliance in the walkways. Deteriorated valves, piping,
and insulation shall be replaced to ensure safe and reliable service.
Additive Alternate No. 2: Additive Alternate No. 2 is the construction
of several tunnel crossovers and exit structures. Several tunnel
crossovers shall be by-passed or enlarged to provide adequate walkways
to ensure Occupational Safety and Health Administration (OSHA)
compliance. This procurement is being conducted under the NASA/JSC
MidRange Pilot Test Program approved by the Office of Federal
Procurement Policy on April 16, 1993. The order of magnitude for the
procurement is $1,000,000 to $5,000,000 and the effort shall be
completed within 550 calendar days after notice to proceed. This
procurement is open to both large and small business. The Standard
Industrial Classification Code for the procurement is 1711. The
corresponding size standard is $7.0 million for three years. The
anticipated release date of the RFO is on or about February 12, 1997,
with an anticipated offer closing date of on or about March 10, 1997.
The firm date for receipt of offers will be stated in the RFO. Drawings
will be available from the identified point of contact. All responsible
sources may submit a bid which shall be considered by the agency. As a
special responsibility requirement pursuant to Part 14 of the Federal
Acquisition Regulations (FAR) the RFO/Contract will contain OSHA
Safety Standards applicable to SIC Code 1711 and Workmen's Compensation
formula for safety to determine the responsible, responsive bidder. An
ombudsman has been appointed -- See Note "B". The solicitation and any
