Systems, the U.S. Army TACOM-ARDEC is contemplating a full and open
competition acquisition for a facility with ammunition production
capabilities to melt/pour Composition B explosives into M934 120mm
Mortar projectiles, at a minimum rate of 500 projectiles per 10-hour
shift. The Phase I requirement includes, but is not limited to, the
following: develop a melt pour process for the 120mm mortar, load 500
projectile bodies with Composition B explosives, perform 100% x-ray
inspection and base separation inspection on all loaded mortar bodies,
wash out all mortar bodies at test completion, package the projectiles
for shipment, dispose of all residual Composition B explosives, waste
and excess materials, and submit a final report (withing 6 months of
contract award), including a detailed process description and
operational parameters, and base separation and x-ray results. Phase II
of this requirement, if authorized, includes loading 3,500 projectile
bodies, same as above. The Government intends to provide the M934 120mm
mortar bodies, Composition B explosives, a radiation imaging system for
the base separation inspection, and a split shell which can be used for
assessing base separation inspection during loading studies. A
contractor employee shall attend monthly meetings at Picatinny Arsenal,
Dover, NJ, for government support in the development of radiation
imaging technology. The Government reserves the right to make multiple
awards without discussions. This solicitation should be available on
