addressing requests for solicitations and bids/offers. Failure to
properly address requests for solicitations in accordance with this CBD
notice will result in non-receipt of the solicitation package. Failure
to properly address bids/offers in accordance to solicitation
instructions may result in a late bid which cannot be considered.
Written, fax, or electronic requests for solicitation packages are
accepted. No telephone requests will be honored. Requests for copies of
this solicitation should include your commercial and government entity
(CAGE, a CAGE code has been assigned to you) along with your name,
address, data fax number, and solicitation number. The fax number for
requests is (309)782-4803. Electronic requests may be accepted through
the Automated Acquisition Information System (AAIS). All IOC
solicitations are available for viewing/downloading, in addition to
procurement history, via the AAIS. The AAIS is accessible
electronically 24 hours a day via modem at (309)782-7648. Terminal
emulation should be VT100, no parity, 8 data bits and 1 stop bit. Once
connected, enter 'aais' at the 'LOGIN' prompt. At the 'PASSWORD'
prompt depress the 'ENTER' key. Information obtained through AAIS is
also available on the Internet. Prospective customers may now access
the IOC home page at http://www-ioc.army.mil/. The current method of
accessing data through AAIS will remain in place until February 7,
1997. At which time access using modems and login will be discontinued.
If electronic means is not possible, procurement history will be
provided telephonically at (309)782-8094 on a limited basis. Electric
detonators and minature piston actuators. The Munitions Office of the
Deputy Chief of Staff for Industriao Readniess (DCSIR), is conducting
a market survey of US and Canadian industry to identify potential
contractors capable of manufacturing a variety of electronic detonators
and miniature piston actuators. Typical electric detonators include but
are not limited to the M100 electronic dedtonator, the M48 electric
detonator and the MK71 electric detonator. Minature piston actuator
devices include but are not limited to APN's 1345483, 9231434, 9282665,
9282666, and 12550906. These devices are used in a variety of fuze and
Safe & Arm applications including M762/M767, XM773, M739a1, MK399 Mod
1, MK417, and MK418 Artillery Fuzes, the SADARM Fuze Safe & Arm (FSA),
M734A1, M734, and M745 Mortar Fuzes and the TOW M114 S&A and Stinger
M934E6 fuze, respectively. These parts must meet stringent dimensional
and performance specifications. These parts contain high explosive
toxic chemicals. Respondents must have available skills, equipment,
facilities, and required licenses/permits to perform necessary
manufacturing operations. Description of typical manufacturing and
inspection processes includes but is not limited to mixing, loading and
pressing of explosive constituents, staking, soldering and sealing of
explosive assemblies. Testing includes environmental conditioning as
wellas explosive output testing. A respondent to this market survey
must have the available skills required to perform most production and
testing operations with sufficient extent of experience and levels of
proficiency to produce these devices in a timely, efficient manner,
and have the capability to produce 30,000 devices per month on a 1
shift basis. A respondent must possess a majority of these processes
in-house and demonstrate provisions for obtaining and setting up the
remainder without significant delay. Future production projections for
all of these explosive devices are under 200,000 per year. These
projections are very sensitive to global and national events. Technical
data exists for may of these explosive devices, but only a detailed
questionnaire including top drawings will be provided to capable
respondents. Interested firms who feel they are capable of
manufacturing these items based on the above criteria are invited to
indicate their interest by providing to the Government a summary of
their company's capabilities including a description of facilities
within 21 calendar days from the date of this publication to US Army
Industrial Operations Command, ATTN: AMSIO-IRC, Dave Hurt, Rock Island,
IL 61299-6000. This is a market survey for planning purposes only and
shall not be construed as a Request for Proposal or as an obligation on
the part of the Government. The Government does not intend to award a
contract solely on the basis of this market survey or otherwise pay for
