Code DAAK60) The U.S. Army Soldier Systems Command has a requirement to
operate and maintain the central boiler plant and satellite boilers at
the U.S. Army Soldier Systems Command, Natick, Massachusetts.
Contractor shall provide labor supporting all aspects of boiler plant
operation and maintenance. The quantity of labor hours required shall
be specified in monthly orders defining specific tasks and associated
hours. Period of performance shall be for one year from notice to
proceed date with two option years. Central boiler plant consists of
three high pressure, 20,000 pound/hour steam boilers equipped with dual
fuel #6 fuel oil and national gas burners. Satellite boilers consist of
two low pressure, natural gas fired steam boilers with input capacities
ranging from 310.3 to 2200 mbh. Both the central boiler plant and
satellite boilers have associated pumps, piping, valves, pre-heaters,
deareators, water softeners, chemical feed systems and other equipment
and systems to be operated and maintained by the contractor. Bidders
are strongly encouraged to perform an on site inspection of facilities
to determine size,location, complexity and conditions of equipment.
The contractor shall perform daily water tests on the boilers located
in building 19, 42, 15 and the condensate return in building 19. The
contractor shall prepare four boilers located in building 19 for annual
inspections. The contractor shall be responsible for opening and proper
closing of manholes, handholes,water columns, access plates and
returning boilers to operating conditions after inspections. The
contractor shall perform soot removal and minor refractory repairs to
the furnace, gas passes and breeching in each boiler. This requires
entrance to and work within confined spaces. The contractor shall enter
the steam and mud drum of each boiler for the purpose of reaming and
power flushing the boiler tubes and cleaning the drums. Contractor
shall perform boiler plant watch duties to include but not limed to
starting and stopping of duel fuel burners, pumps, induced and forced
draft fans automatic firing controls and blowdown valves. Contractor
shall maintain boiler plant operating log, chemical testing log and
required maintenance logs. Contractor shall also monitor fire and
intrusion alarms located in the boiler plant and respond according to
established procedures. Contractor shall be required to adjust steam
pressure reducing stations to maintain required pressure. Contractor
shall be required to perform housekeeping tasks as a part of watch
duties to include clean up of fuel oil, chemical or other spills that
occur as a part of routine boiler plant operation as well as routine
trash removal and painting. Also contractor shall comply with all
environmental rules and regulations. Duties shall include, but not be
limited to water side maintenance, including cleaning of inside of
boiler tubes, internal cleaning of stem drums, mud drums, water wall
headers and replacement of all water side and steam side gaskets.
Duties shall include but not limited to soot removal from inside of
furnace, gas passes, and breaching. External scraping of boiler tubes
shall also be required. Contractor shall be required to perform
maintenance and repairs to boiler plant equipment including but not
limited to pumps, electric motors, compressors soot blowers, pressure
regulators, gauges, valves and electric/electronic boiler operating
controls. Contractor shall operate and maintain auxiliary boilers
located in buildings 15 and 42 to the same degree as the central boiler
plant. In addition, transfer of steam supply from the auxiliary boilers
and the central plant shall be accomplished by the contractor when
required. Contractor shall be required to support any of the three
shifts as required. sift 1 hours are 0700 to 1500, shift 2 hours are
1500 to 2300 and shift 3 is 2300 to 0700. In addition weekends and
holidays support will be required. Onsite contractor personnel must
have the minimum requirements valid massachusetts second class firemen
license, no fear of working in confined spaces, no fear of working at
heights of up to 60 feet, ability to lift at least 80 pounds, and this
ability to be respirator fit tested. The contractor must provide all
personal safety equipment to on site contractor personnel including,
but not limited to, respirators, hearing protection, safety glasses,
and any other required protective clothing and equipment normally
supplied to government personnel by the government necessary to insure
personal safety and maintain OHSA compliance. Proposals will be
evaluated on technical merit and cost. The SIC Code for this
acquisition is 1799. The Request for quotations will be related on or
