Concerns having the ability to furnish the services described herein are requested to give written notification (including the telephone number for a point of contact) to the procuring office above within 45 calendar days from the date of this synopsis. The Vegetation and Climate Change Project assesses past and potential future plant distributions and their connections to changing climatic conditions. The contractor shall provide specialized numerical analyses of the relationships between plant distributions and climatic parameters. These relationships will be used: 1. To reconstruct past climatic conditions from paleobotanical data, and 2. To estimate future plant distributions based on various future climatic scenarios. In addition, the contractor shall provide graphical displays of the results of this work. The Contractor shall provide knowledge of the data sets involved and of the analytical software required. The Contractor shall have an understanding of the scientific issues involved in order toselect the proper means of analyzing and presenting the USGS data. The Contractor shall have specific data, software, and knowledge as follows: database of: Fossil pollen records for North America for the last 18,000 years; Fossil macrofossil data for Western United States for the last 18,000 years. The software programs must identify the numerical relationships between vegetation and modern climate parameter Process output from numerical climate models and put it into proper formats for past and future global change experiments; Estimate future vegetation changes based on various climate scenarios; Estimate climate parameters from past vegetation using the analog technique; Graphically display the above analyses. The Contractor shall have knowledge of the methodological and scientific issues involved in: The reconstruction of past climates from vegetation data; Data/model comparisons using past vegetational data with simulations from numerical climate models; Issues involved in the estimation of future vegetation distributions from numerical model simulations of future 2xCO2 climates. Based on information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the services specified as a sole source from University of Colorado, Boulder, CO. and proposes to negotiate a contract with that firm on that basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required services are invited to submit in writing an affirmative response to this announcement. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. Since no solicitation document exists, requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See Note 22 (0029)
