D -- PAY AND PERSONNEL SYSTEMS POC Mr. Thomas K. Brust, Contracting Officer, 202-267-6450 On behalf of the Department of Transportation (DOT) the United States Coast Guard (USCG) is exploring possible replacement solutions for the current civilian personnel and payroll systems. Among the possible solutions being explored is the use of "off-the shelf" products or commercial items to meet this need. Additional solutions being explored are the use of "service bureaus", either commercial bureaus which are servicing Government agencies or Government bureaus. The selected alternative will be required to operationally meet Federal personnel and payroll processing standards for approximately 15,000 civilian employees. It is desirable that the chosen approach also has the capability to provide management information reporting support for an additional estimated 45,000 employees. The operational features must include: collection of time worked/leave taken data; generation of requests for personnel actions; generation of training requests; processing personnel actions; collecting employee benefit and withholding selections; calculating employee pay; and, providing required interfaces to other Federal agencies. DOT wishes to utilize technology to enhance the productivity of its personnel and payroll organizations by utilizing solutions which will allow for: integration into the desktop platform; distributed access to data for processing and reporting, including the use of the Internet and Intranet capabilities; compatibility with applications that provide automated support for other Federal personnel processes, such as applicant tracking, generation of vacancy announcements, and merit selection; and, one-time entry of data. Interested organizations, either commercial or Government, able to meet these needs either via one of the identified solution methodologies or through a different solution are invited to provide information describing their solution and its implementation.
