is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. This office has a requirement
to purchase a hardware and compatible software backup solution to
archive and restore data from UNIX, Windows NT, and Banyan Vines
servers/workstations. System must meet speed, accuracy, and reliability
criteria minimums. System must have storage capacity to allow full
system backup and retrieval of data without interfering with software
development or mission accomplishment. The following is a
representative system of what is required: (a) digital linear tape
library with 24 slots, 2 DLT 20-40GB drives, bar code. ADIC Model 224
or equal; (b) 1-64 slot autochanger module; (c) Network for Sun
OS/Solaris; (d) TurboPak (includes 10 clients); (e) five client
connection; (f) ClientPak for Windows NT; and (g) installation and
training of five people. QTY: 1 EA. Hardware specification: System must
provide integrated storage management and storage library functions.
Media may be tape. If tape media, an automchanger with minimum capacity
is required. Tape drive capacity minimum is 20 Gigabytes (GB)
uncompressed and up to 400 GB compressed. Tapes must be bar coded to
facilitate library functions of archive and retrieval. Bar code reader
function must be integral to system. Library capacity must support 24
tapes minimum. Media desired is DLTape IV with minimal length of 1800
feet. Minimum transfer rate required is 75MB/minute
(nominal/uncompressed) and capable of 150MB/min (nominal/compressed
2:1). Date buffer should be 2MB minimum. Tape recording must support
82,000 bits/in and 128 tracks per tape minimum. File access time msut
be sub 70 seconds average. Hard error rate must not exceed 1 in
10M/bits read. Minimum tape shelf life is 25 years. Mean time between
failures for system and components is 80,000 power on hours. System
must have built-in diagnostics for all major components. Major
components must be field replaceable. Interface may be Fast SCSI-2 or
wide SCSI-2. Cartridge change time may not exceed 10 seconds max. LEDs
for power, fault indicator, menu items are required. Error checking
must compare storage media to cached or buffered data for integrity. A
CRC check on block data and each record are a minimum requirement for
data integrity. System power must comply with 100-12-VAC, 47-63 Hz.
Noise should be 45dBA or less at peak operation level. System must
operate at 600 BTU/hour or less. Software specification: Suite or
modules must support full or user selectable partial backup of servers
running UNIX, Microsoft NT, or Banyan Vines operating system (OS).
Full or partial restores of data is required. A graphical user
interface is highly desired. A single, uniform point of administration
to configure, schedule or monitor network-wide backups is required.
GUI interface should provide intuitive icons, on-line help, and
consistent user and administration interface. Daily automated reporting
and event notification is required. Interoperability support across
UNIX, MS Windows, and Banyan Vines OS is mandatory. Function should
include scheduled backup over 24-hour period. System or modules must
support electronic labeling, and bar codes. Client users must be able
to browse and recover own files from an on-line index without
administrator help. Technical support: Vendor shall provide toll-free
telephone technical support for software and hardware for three years
from date of installation. Software upgrades shall be provided for
three years. Hardware upgrades are not required to maintain basic
functionality. Vendor may offer this in proposal. Solicitation number:
F01600-97-R0006. The solicitation is issued as a request for proposal
(RFP). Solicitation document and incorporated provisions and clauses
are those in effect through Federal Acquisition Circular 90-42. This is
an unrestricted procurement. Required delivery: 60 days ARO. Deliver
equipment to: CADRE/WGXR, 401 Chennault Circle, Bldg 1406, Maxwell AFB
AL 36112-6428. Inspection and acceptance will be at Maxwell AFB. The
provision at 52.212-1, Instructions to Offerors -- Commercial, applies
to this acquisition. There are no addenda to this provision. Provision
at 52.212-2, Evaluation -- Commercial Items, is applicable and states:
"The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
is the most advantageous to the Government, price and other factors
considered. The following factors shall be used to evaluate offers:
price and delivery -- with price being first in importance. Offerors
are advised to include a completed copy of the provision at 52.212-3,
Offeror Representations and Certifications -- Commercial Items, with
offer. A company not in possession of the representations and
certifications may contact this office, and a copy of theclause will be
faxed to you. The clause at 52.212-4, Contract Terms and Conditions --
Commercial Items, applies to this acquisition. There are no addenda to
this provision. Clause 52.212-5, Contract Terms and Conditions Required
to Implement Statutes or Executive Orders -- Commercial Items, applies
to this acquisition. The following FAR clauses cited within that
provision are also applicable: 52.222-26 Equal Opportunity, 52.222-35,
Affirmative Action for Handicapped Workers; and 52.222-37, Employment
Reports on Special Disabled Veterans and Veterans of the Vietnam Era.
The provision at DFARS 252.212-7001, Contract Terms and Conditions
Required to Implement Statutes of Executive Orders Applicable to
Defense Acquisition of Commercial Items, applies to this acquisition.
The following DFARS clause cited within that provision is also
applicable: 252.225-7001, Buy American Act and Balance of Payments
Program. Standard commercial warranty applies to the items purchased
under this solicitation. The Defense Priorities and Allocations System
(DPAS) rating assigned to this acquisition is A70. Point of contact is
