Accepted This office is seeking sources interested and capable of
providing the services listed in this sources sought synopsis. This is
not a request for bids, it is simply a market search to determine if
any sources are available. The services required are as follows: Birds
of Prey (BOP), to include falcons and hawks, four birds minimum,
available to Fay in and around the Andrews AFB runway, taxiways, ramps,
infield areas, and hangars between hours of sunrise to sunset, seven
days per week. BOP must be flown as requested by airfield as well as
all necessary feeding and care. Contractor must maintain constant
communication with Andrews Ground Control (FAA Tower) and base
operations just prior, during, and directly after flying BOP on or
around the airfield. Contractor is responsible for any protective
clothing required for the handling of BOP. Contractor is responsible
for passing numbers and types of species killed and any other pertinent
information to Base Operations and 89th Airlift Wing Safety Office on
aweekly basis. The contract duration will be from time of award thorugh
30 Sep 97 with annual options at the discretion of the 89th Airlift
Wing. Contractor is responsible for adequate insurance to relieve the
Air Force of any liability for any lawsuits against the contractor in
conjunction with operations at Andrews AFB. Contractor must have
adequate insurance including a Waiver of Transfer of Right of Recovery
Insurance Policy that will remove the USAF, all its agents and
dependents from being held responsible by contractor for any law suits
against the contractor. The 89th Airlift will be named as additional
insured on contractor insurance policy. Additionally, contractor must
maintain at least $2,000,000 umbrella insurance policy to protect the
contractor and the 89th Airlift Wing from any law suits resulting from
any problem with flying trained birds of prey. Contractor is
responsible for providing full workman's compensation for all its
workers. The 89th Airlift Wing will provide a two-way radio for
communication with the tower and Base Operations during BOP operations.
A suitable facility for the contractor to work from close to the
airfield for rapid response. 89th Airlift Wing will provide airfield
training for all contractor workers to include airfield procedures and
orientation, communication training, and flight line driving
training/certification. Any interested sources should respond in
