Center will solicit research proposals in NASA Research Announcement
(NRA) 97-LaRC-1 on or about February 10, 1997, for "shock-free"
technologies and corresponding advanced vehicle concepts with
significantly improved performance and affordability compared to that
of current supersonic transport concepts. Specifically, this
announcement solicits proposals for research on inventive/ innovative
"shock-free" concepts for a Mach 2.4, 5000 mile range, 300 passenger
supersonic airplane with a gross weight less than 750 K lbs meeting all
existing environmental health and nuisance laws and regulations with a
nominal per unit cost of less than $350M for a fleet of 1000 aircraft.
Participation in this NRA is open to all individuals and categories of
domestic organizations, including industry, non-profit organizations,
educational institutions, NASA Centers and other Government Agencies.
Proposers should respond with inventive /innovative concepts.
Technical evaluation will be conducted through a peer review process by
discipline specialists within and/or outside NASA. Approximately $2M
has been allocated for disbursement for award by the review committee.
Cost sharing agreements may be proposed. Hard copies of the NRA
detailing specific proposal requirements and technical criteria may be
obtained by contacting the POC after January 24, 1997. Written
requests should be addressed to Dennis Bushnell, MS 110, NASA Langley
Research Center, Hampton, VA 23681-0001. This NRA will be open for a
period of 45 days from the date of issuance. In responding, refer to
announcement NRA 97-LaRC-1. An ombudsman has been appointed to hear
concerns from offerors, potential offerors, and contractors during the
preaward and postaward phases of this acquisition. The purpose of the
ombudsman is not to diminish the authority of the contracting officer,
the Source Evaluation Board, or the selection official, but to
communicate concerns, issues, disagreements, and recommendations of
interested parties to the appropriate Government personnel and to work
to resolve them. When requested, the ombudsman will maintain strict
confidentiality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Before
consulting with any ombudsman, interested parties must try to resolve
their concerns with the contract specialist or the contracting officer.
