FOR HYDRO POWER FACILITIES FOR POWER GENERATION, THERMAL POWER
FACILITIES FOR POWER GENERATION, ELECTRICAL FACILITIES AND WIND POWER
FACILITIES FOR POWER GENERATION The following notification is being
circulated in accordance with Article 10.6. G/TBT/Notif.97.8. 1. Member
to Agreement notifying: JAPAN. If applicable, name of local government
involved (Articles 3.2 and 7.2). 2. Agency responsible: Ministry of
International Trade and Industry. Agency or authority designated to
handle comments regarding the notification can be indicated if
different from above. 3. Notified under Article 2.9.2. 4. Products
covered (HS or CCCN where applicable, otherwise national tariff
heading. ICS numbers may be provided in addition, where applicable):
Hydro power facilities or power generation (HS:25.23, 84.10, 84.13),
thermal power facilities for power generation (HS:84.02, 84.04, 84.06,
84.07, 84.08, 84.16), electrical facilities (HS:85.01, 85.02, 85.03,
85.35, 85.44 etc.), wind power facilities for power generation
(HS:84.14). 5. Title, number of pages and language(s) of the notified
document: Revision of the Enforcement Ordinance for Technical Standards
for Hydro Power Facilities for Power Generation, Thermal Power
Facilities for Power Generation, Electrical Facilities and Wind Power
Facilities for Power Generation (2 pages, in Japanese). 6. Description
of content: Outline of planned revisions on the technical standards
for hydro power facilities for power generation, thermal power
facilities for power generation, electrical facilities and wind power
facilities for power generation as follows: 1. To make these standards
acceptable of foreign and private sector's standards; 2. to simplify
these standards by revising or deleting requirements, which are less
important for safety because of technological advance, social and
economical changes; 3. to establish the function-oriented standards
which are necessary to keeping safety and do not provide for specific
means and methods. 7. Objective and rationale: To simplify the
standards and introduce the idea of function-oriented standards for
enabling flexibility to future technological advance. 8. Relevant
documents: The basic law is the Electricity Utilities Industry Law.
This revision will appear in "KAMPO" (Official Government Gazette) when
adopted. 9. Proposed date of adoption: Not yet determined; Proposed
date of entry into force: Not yet determined. 10. Final date for
