This announcement is for a modification to Defense Special Weapons Agency (DSWA) Contract DNA001-91-C-0059. This contract included work to design hardened structures to be subjected to conventional and nuclear weapons effects in tests. The modification is intended to apply this same design expertise and new techniques to evaluate and suggest improvements to the Joint Services Design and Analysis of Hardened Structures to Conventional Weapons Effects (DAHS CWE). The work will include evaluation of methodologies presented in the existing manual, suggestions for improvement of the methodologies, location of technology gaps for design, evaluation of the functionality of the Protective Structures Automated Design System (PSADS), and evaluation and validation of the 13 support computer codes used in both the DAHS CWE Manual and the PSADS. The work will also include the computational analysis of hardened and conventional structures subjected to high-explosive blast environments. Karagozian and Case (K&C) is considered the only source suitable for this effort. K&C has unique expertise in the area of hardened structure design and analysis and has been closely involved in the preparation and review of DSWA's Joint Services Manual DAHS CWE. Additionally, K&C is one of the few firms to have recently designed an operational hardened facility. This expertise, combined with their previously demonstrated knowledge base in design, analysis, and computational dynamics makes K&C singularly qualified to perform this work. Any other firm desiring consideration must fully identify its capability to perform the requirement. See Note 22. A solicitation will be issued to K&C on or about 12 Feb 97.
