The Naval Undersea Warfare Center Division, Newport, intends to negotiate with and award a Cost Plus Fixed Fee (CPFF) Term type contract to IIT Research Institute (IITRI), of Chicago, IL. In support of the ECAP program the contractor shall; provide engineering support for Interference Mitigation (IM) in utilities affected by the ELF system, provide Operations and Maintenance (O&M) support for utilities and facilities affected by the ELF system, provide ELF antenna terminal grounds safety validation, a nd provide ELF communications system project office support. IITRI is the only contractor that possesses access to the utilities' proprietary data, and is therefore considered the only responsible source. The period of performance of the basic contract will be for FY 98. There will also be four (4) options covering FY 99, FY 00, FY 01 and FY 02. See Note 22. (0024)
