System, Delafield Road, Pittsburgh, PA 15215, is seeking a nonprofit
agency to manage and operate a Child Care Center located in Bl. #14 at
the Highland Drive Division of the VA Pittsburgh Healthcare System
(7180 Highland Drive, Pittsburgh, PA 15206). The area of consideration
is limited to nonprofit agencies located in the State of Pennsylvania.
The VA Pittsburgh Health Care System has approximately 2,750 employees.
The normal daytime hours of operation at the VA Pittsburgh Healthcare
System are 5:50 AM to 5:30 PM, and the Child Care Center will not
operate on legal federal holidays or weekends. Staff and program will
be provided for the following ages and number of children: 0-1 year
olds -- 4; 1-2 year olds -- 8; 2-3 year olds -- 9; and 3+ year olds --
10. The maximum number of children is 31. Priority enrollment is to be
given to the children of VA Pittsburgh Healthcare System employees. The
Child Care Center is to be drug- and smoke-free. Any child care program
offered on a VA-owned property must be fully licensed in the state
and/or city in which it is offered, and proof of appropriate licensure
ich it is offered, andmust be kept current. A "no-cost" lease
agreement will be executed between the VA Pittsburgh Health Care System
and the nonprofit agency selected to operate the Child Care Center. No
rent will be charged for the use of the building, utilities, or
overall maintenance of the building. Furniture and equipment will be
provided, but will remain the sole property of the Federal Government.
The term of the lease will not exceed three (3) years with the option
to terminate lease by either party giving 90-days written notice. No
lunches will be provided on-site; however, AM and PM snacks will be
provided. Efforts to market the Child Care Center to achieve a desired
enrollment of thirty (30) children must be made by the selected
agency. Public liability insurance must be maintained at $500,000 to
protect the Government from third party property damage and bodily
injury claims. Estimated solicitation issue date is 2/13/97. All
requests for solicitation must be in writing and submitted to Linda
White at the above address or faxed to (412) 365-5444. No phone
requests will be honored. A technical proposal only will be submitted
in response to the solicitation. Estimated proposal due date is 2/28/97
