DHHS/PSC/DAM has a requirement to continue and enhance the capability
of the Substance Abuse and Mental Health Services Administration
(SAMHSA) to rapidly develop, process, and disseminate critical
information to the substance abuse treatment field through the CSAT by
FAX program. The requirement has been justified in accordance with FAR
6.302-1 to award to the Center for Substance Abuse Research (CESAR) in
College Park, MD, on a sole source basis. The Office of Evaluation,
Scientific Analysis, and Synthesis (OESAS) requires access to highly
specialized scientific and professional technology transfer and
dissemination routes for a variety of evaluation products on several
topics: evaluation design, instrumentation, analytic methods and tools,
and analytic results from national studies or local studies of
particular importance. The office requires the capability for rapid
dissemination of state-of-the-art knowledge in a variety of areas,
e.g., treatment delivery, health care, case management, substance
abuse, econometrics, medical sociology and anthropology, psychology,
infectious diseases, epidemiology, etc. Furthermore, the intricate and
complicated nature of the broad-scale nationwide evaluation projects
undertaken by the agency (e.g., NTIES, NEDTAC, Job Corps, etc.) often
necessitates technology transfer in highly specialized knowledge areas
to experts in the AOD treatment field to accomplish tasks with short
lead times (presentations at professional conferences, responding to
needs of expert panels, etc.). Ready access to a pool of dissemination
targets already developed by a scientific and professional search
vendor with immediately accessible technology transfer and
dissemination capability such as the CESAR will significantly enhance
the ability of the agency to perform assigned tasks in a timely and
state-of-the-art manner. Interested firms must submit clear and
convincing data substantiating their capability to furnish this
requirement including technical and pricing data, within 15 days after
thepublication of this notice. No solicitation package is available.
Any requests for solicitation packages will be considered
nonresponsive. If no affirmative responses are received, the
Contracting Officer will proceed to issue a purchase order to CESAR.
